Since the presidency of Enrique Peña Nieto, affordable housing developments in Mexico have been produced in a massive, unsustainable scale. The speed at which these developments are produced equates to the carelessness that goes into their planning. At large, the developments’ monotonous design is aesthetically dehumanizing and fails to promote a sense of community. These developments lack basic infrastructure, and their residents have abandoned them, which has incentivized increased criminal activity.

Using Argentina, Brazil, Chile, and Mexico as case studies, this paper examines how women’s collaboration influences the effects of gender quotas on women’s representation. The efficacy of gender quotas in increasing the numerical representation of women and improving gender equality outcomes is well-researched, but questions remain about the precise linkages between the numerical representation of women and the substantive representation of women. This thesis analyzes previously identified linkages alongside actions by women’s organizations in national legislatures and civil society to better understand women’s roles as critical actors in making gender quotas successful. Neoliberal agrarian reforms in Latin America have lead to both advances and set backs for the women’s and indigenous movements. While most neoliberal policies were the same in terms of goals, like creating institutions that encourage a capitalist markets, the results were somewhat heterogeneous in part due to the role of the women’s and indigenous movements in individual countries. The rise of the international women’s movement, which was marked by the UN’s decade on women from 1975-1985, coincided with an unfavorable economic climate in Latin America.
