Finding The Limits Of France's State Of Emergency, Filip G. Bozinovic

Since 2015, France has experienced a particularly high number of terrorist attacks. This paper examines the French state response to such events and analyzes its effect on the relationship between civil liberties and national security. The activation of the state of emergency – as an exceptional measure that suspends warranted searches and certain freedoms – highlights a potential impediment to reconciling France’s national values such as liberté with the urgent need to mitigate terrorist activity. In August of 2010, the French government began a program of deporting those Roma who lived within the country. Under European Union (EU) law, mass expulsions based on ethnicity are forbidden, as are mass examinations of peoples as opposed to individual assessments in the case of a crime. However, in the spirit of egalitarianism, France does not acknowledge the idea of racial or ethnic minorities. Instead, they have reframed the non- French Roma as a group engaged in criminal activity following Italy’s “security package” of 2008, which described ‘nomads’ as a national security threat and created legislation leading to expulsions …

The South African Constitution recognizes 11 official languages and protects an individual’s right to use their mother-tongue freely. Despite this recognition, the majority of South African schools use English as the language of learning and teaching (LOLT). Learning in English is a struggle for many students who speak indigenous African languages, rather than English, as a mother-tongue, and the educational system is failing its students. The People’S Republic Of China’S Stance On Human Rights In Selected Crises, Brian T. Kopczynski

This paper examines China’s policy towards human rights internationally with the intent of discerning real support for human rights. It compares China’s responses to two cases of mass human rights violations (the Darfur and Israel-Palestine conflicts) in which it has a serious interest (energy in particular). It finds that China treats human rights self-interestedly, but also has some support for them when its interests are not at stake.
