This briefing paper provides a short background to the 2012 elections in Timor-Leste, and explores the UNPOL mandate to support and build the capacity of the Polícia Nacional de Timor-Leste (PNTL – the Timor-Leste National Police), so that Timor-Leste will be able to manage security for its citizens without international assistance. Based on fieldwork conducted during June 2012, including interviews with human rights-focused NGOs, and with international police implementing bilateral and multilateral capacity building, we argue that the 3,200-3,400 strong PNTL is theoretically ready to go it alone when the UN Integrated Mission in Timor-Leste departs, and explore questions as …

This article provides a cultural analysis of Italian leadership from a cross-cultural perspective. Americans view Italian leaders with cultural lenses and stereotypes often exaggerated by the media. Effective cross-cultural, business and international relations with Italians and Italian descendants require awareness of the true cultural dimensions beyond stereotypes and media portraits. Through the examination of Geert Hofstede’s cultural dimensions and the Global Leadership and Organizational Behavior Effectiveness (GLOBE studies), this study reviews the cultural dimensions called power distance, uncertainty avoidance and masculinity in relation to Italian leadership. The purpose of this article is to examine the suitability rules regarding structured products under Taiwan law from a comparative law perspective. After the global financial crisis, Taiwan has imposed specific suitability obligations on financial institutions when they promote derivatives and structured products. However, the suitability rule is only placed in administrative regulations and its scope is also limited. In addition, Taiwan law does not distinguish different types of relationships between a financial institution and a client. Furthermore, the biggest challenge to the suitability rule is to define the meaning of ‘suitable’. This article argues that the starting point is …
