Us-Taiwan Relations And The Future Of The Liberal Order, Christina Lai

The US Army War College Quarterly: Parameters

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

While some US policymakers argue that economic sanctions always work and continue to use them as a key foreign policy tool, and while some other scholars argue that sanctions never work, this thesis focuses on when, not if, sanctions work. Contextualizing a discussion of the effectiveness of sanctioning undemocratic regimes in the Middle East and North Africa around the early 2000s shift away from US hegemony back to multipolarity, I conclude that the rise of Russia, China, and smaller states in the early 2000s affected the process through which the US is able to sanction adversarial regimes. This dissertation investigates whether and how U.S. economic statecraft influence policies and politics of targeted countries. Chapter 1 raises research questions about the role of U.S. economic statecraft in policies of targeted countries. The chapter summarizes my argument and empirical findings. Chapter 2 analyzes whether and to what extent U.S. economic statecraft extracts nuclear reversal commitments from target countries that have ever explored and pursued a nuclear weapons development. Using updated data on nuclear proliferation between 1970 and 2004, this study finds that U.S. economic sanctions with international organizations' involvement and U.S. foreign aid are likely to extract a suboptimal …

This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. This thesis analyzes the US response to the 1994 Rwandan genocide. It argues that in 1994, the US was retooling its stance on humanitarian intervention because of the disastrous US-led Operation Gothic Serpent in Somalia in 1993. Therefore, the American response to the genocide in Rwanda became a casualty of Washington’s reassessment of its humanitarian intervention policy in the 1990s. The reason behind the US adoption of a more muscular humanitarian intervention policy was due in part to the end of the Cold War in 1991. The literature on anti-Americanism in the Middle East suggests that there is a strong relationship between US foreign policy and public attitudes of the United States in the region. This study analyzes Middle Eastern public opinion of the United States from 2002 until 2011, while using quantitative and qualitative analysis to determine whether US foreign policy in the Middle East correlates with approval levels of the United States. For all their efforts to avoid a nuclear North Korea, the Clinton and Bush administrations failed to achieve this goal, the most important policy objective of the United States in its relations with North Korea for decades, mainly because of inconsistencies in U.S. policy. This dissertation seeks to explain why both administrations ultimately failed to prevent North Korea from going nuclear. It finds the origins of this failure in the implementation of different U.S. policy options toward North Korea during the Clinton and Bush administrations. The study of US nonproliferation policy has traditionally focused on characteristics of the proliferator to explain variations in the preferred US policy outcome: no new nuclear weapons states. Failures in achieving this goal have most often been attributed to the "roguishness" of the proliferating state, its desire for the international prestige normally associated with achieving nuclear weapon status, or intense security concerns which override its desire or ability to adhere to international and US rules governing nuclear proliferation.
