In a 2006 Interview, prominent Nigerian author, and social commentator, Chimamanda Ngozi Adichie said; “…Nigeria was set up to fail. The only thing we Nigerians should take responsibility for is the extent of the failure….”1. Such a view about colonialism and the states it arbitrarily created is widely shared by many on the African continent, who have come to understand that the very creation and existence of the African state are largely to blame for the seemingly countless socio-economic and political issues faced on the continent.

When do leaders choose state-sponsored repression as a response to certain threats to the state? Conventional wisdom states that authoritarian regimes will be more likely to use these repressive acts in order to maintain law and order, as well as to suppress the opposition. However, previous literature on the subject fails to recognize the effect of irregular civil wars on this decision, as well as the types of repression that will - or will not - be used against citizens. Instability and political repression are two reasons why many states in Africa are unable to develop. African regional organizations have the potential to encourage democracy, stability and development within their regions if they have the right tools. Using case studies of two major interventions by African regional organizations this thesis will determine what those tools may be. Both the intervention of ECOWAS into Liberia and the SADC into the DRC were rife with problems but they were able to bring some stability and even democracy to states in crisis. An increase in the number of multinational enterprises (MNEs) has increased the attention on cross-border challenges, such as transfer price manipulation (TPM). TPM is a development issue - it undermines institutions as well as siphons money from government revenues that could be directed towards programs for human development. Pervasive corruption in the natural resource sector supports an environment where TPM can flourish. This paper develops a strategy for combating TPM within the countries of the Southern African Customs Union.
