As climate change continues to ravage the world, mitigation efforts continue to be insufficient to rise to the challenge. Inaction on climate change has been traditionally explained by economic incentives, but some of the variability in climate policies cannot be explained by economics alone. Some variations could be accounted for by the deeply rooted national political culture of Anglo-settler colonies. This political culture may inhibit the willingness of such states to cooperate on climate change. This thesis explores Canadian responses towards unexpected arrivals of asylum seekers at their borders. Grounded in critical and feminist geopolitics, it aims to unveil hidden and concealed policies that are implemented behind a narrative of humanitarianism. In particular, it takes the land border crossings from the US to Canada that occurred after the implementation of restrictive asylum policies in the US in 2017 and following years. Although migratory movements can be attributed to several factors, this displacement was triggered by Trump’s anti-immigrant narratives and policies aimed to decrease refugee and immigrant arrivals to their territory.

This dissertation asks: how does intimate labour interact with the mobility and political subjectivities of Haitian migrant women and women of Haitian descent in the Dominican Republic (DR)? It answers this question in three specific ways. First, it explains the relationship between intimate labour and the spatial trajectories of women of Haitian ancestry who work as domestic workers. Second, it examines how the interaction between intimate labour and human mobility plays out in the Dominican border regime. Third, it explains how these subaltern women act politically in the midst of the intersections between borders, mobilities, and intimacy.

The journey for ‘unauthorized’ migrant women from the Northern Triangle of Central America (NTCA) through Mexico dangerous and violent. In hopes of achieving safe passage to the United States (U.S.), women migrants will have to navigate borders. In this dissertation, I use the concept of borders to reveal the gendered experiences of (im)mobility. This dissertation investigates the logic of resilience as a prevailing mode of national security. Struck more by its familiarity than its novelty, I turn my attention to public health as a way of better understanding what resilience does and how it works. Using interpretive methods to read resilience theoretically as a function of complex systems and concretely as a set of homeland security policy practices in the United States, I situate the emergence and implementation of resilience as a redeployment of long-standing motifs and modes of “containment,” recast as an immune system. In this dissertation I argue that, since the 1980s, French airports have been designed to exclude people from legal, human and refugee rights. The particular space where this happens has been successively called “international zone”, “transit zone” and “waiting zone” and its scope has been significantly extended overtime. I contend that French authorities have used the concept of extra-territoriality in concert with the material design of the airport to sustain exclusion. What role have foreign financial institutions (FFIs) played in China’s financial evolution since the early 1990s? My research finds that FFIs, which include foreign commercial and investment banks, as well as private equity (PE) firms, have played a role in China’s financial evolution in three respects. First, US financial institutions have leveraged their influence in the US government, their ties to other business groups, and mobilized connections with the Chinese elite, to help China to join the World Trade Organization in 2001. The role of investor countries in large-scale land acquisitions is poorly understood in the contemporary “land grab” literature. Orthodox explanations largely build on deductive analyses that deviate from the emerging empirical evidence, and/or face analytical difficulties when trying to capture why large-scale land acquisitions happen. This thesis investigates the global phenomenon of “land grabbing” from the comparative perspective of two major investor countries: the UK and China. This thesis focuses on cultural and everyday practices of local populations in post-conflict peacebuilding. It builds on the “everyday” turn in critical peacebuilding literature by recognizing the everyday as political. Rather than examining the practices of political elites this thesis is concerned with the ordinary citizens of these societies. In other words, I show that it is through practices and cultural forms of expression that local populations enact their agency, at times supporting and at times contesting the broader peacebuilding project. What explains the Development Bank of Latin America’s (CAF, in Spanish) continuity and expansion since the 1990s? This thesis explores how an initially small Andean development bank crafted a successful strategy to survive in a troubled region and eventually thrive as an important lending source. This thesis argues that CAF’s expansion can be attributed to four main factors: 1) leadership, 2) institutional design, 3) member governments’ preferences and 4) Brazil’s push for regional cooperation beyond trade.

This dissertation examines the global mobility of security knowhow in relation to the management of terrorism in megacities. Specifically, it offers three insights. First, it shows how historical events are performed as sites in need of transnational policy intervention. Second, it enables an understanding of how and why the sourcing of policy ‘models’ actually takes place. Third, it sheds light on how mobile policy schemes travel geographically and are put to work in particular contexts. Quebec-U.S. interactions frm 1976 to 1980 are analysed in relation to American apprehension over the election of the Parti Quebecois and the P.Q. government’s ability to accommodate the American economic community.Analysis of this interaction is conducted in terms of the risks to corporate operations posed by P.Q. policies and the effect of P.Q. communications on corporate perceptions of this risk. A formal bargaining model—developed using the concept from game theory of “critical risk”—forms the theoretical basis for explaining changes in the American response. Since the Canada-United States Automobile Agreement came into effect in 1965 there has been relatively little scholarly comment on it. This is surprising in view of the attention which has been given to other bilateral treaties between the two countries and in view of the effect that the treaty has had on the operation of the automobile industry in both countries. In fact, to the best of the author’s knowledge, this is the first study which has examined the Automobile Agreement from a political point of view.
