The impulse that invited the preparation of this book is one which is linked to the convergence of a number of factors bearing on my interest in human rights. First, the brutality visited on children during World War II has had an abiding negative effect on my sense of what is possible in human conduct. This paper analyses the diplomatic dynamics that define and underpin the relationship between the Commonwealth Games Federation (CGF) and the Commonwealth Games host city. For the host city, the Commonwealth Games holds out the promise of global visibility, urban regeneration, improved economic activity and social cohesion. For the CGF, the appeal of the host city can improve athlete participation in the event, enhance the appeal and longevity of the sports involved and strengthen the sustainability of the sporting institution itself. The study of cyber warfare in China suffers from the same excess of overlapping terminology as English documents. This paper will analyze key cyber warfare terms from authoritative sources and show that all of them can be broken down into three fundamental branches that are common to both the People’s Republic of China and the United States of America. The three branches are: Information Operations, Computer Network Operations, and Net Centric Warfare. Streamlined categorizing can aid the efficiency of research and improve inter-agency structure. Extract:The People’s Republic of China (PRC) may be a global power economically but its military lacks force projection beyond the Asia Pacific region. Its traditional military hardware is one to three generations behind the US and Russia. In light of these deficiencies it is probable that cyber warfare will provide China with an asymmetric advantage to deter aggression from stronger military powers as they catch up in traditional military capabilities. To date, the relationship between diplomacy and international sport has been relatively under-theorized. This paper seeks to redress the deficiency by proposing an analytical taxonomy of the multiple convergences between international sport and diplomacy. The principal analytical distinction to be drawn is between (1) international sport consciously employed by governments as an instrument of diplomacy and (2) international-sport-as-diplomacy, the diplomatic representation, communication and negotiation between non-state actors that take place as a result of ongoing international sporting competition.

Three theoretical forms of hegemony are considered in order to ascertain the most compatible form for: the management of People’s Republic of China’s state power, the contemporary global political economy, and to obtain a harmonious regionalism for the Asia‑Pacific century. It is found that negotiation, institutionalisation, public goods, consent and support from the United States of America are all critical factors in achieving China’s vision of harmonious world in its own region. The development and implementation of renewable energy power plants is important for Chile in order to increase energy security, supply remote mines with electricity, and eventually decrease energy costs. The Chilean government has promoted renewable energy and attracted Foreign Direct Investment FDI) to develop large-scale renewable energy projects. However, the policies cannot sufficiently attract FDI in unproven renewable energies such as Concentrated Solar Power, though it is proven elsewhere. This paper examines the Chilean government’s renewable energy policies and investigates potential pitfalls of early to mid-stage capital for the renewable energy industry. Reconciling Positivism And Realism: Kelsen And Habermas On Democracy And Human Rights, David Ingram

It is well known that Hans Kelsen and Jürgen Habermas invoke realist arguments drawn from social science in defending an international, democratic human rights regime against Carl Schmitt’s attack on the rule of law. However, despite embracing the realist spirit of Kelsen’s legal positivism, Habermas criticizes Kelsen for neglecting to connect the rule of law with a concept of procedural justice (Part I). I argue, to the contrary (Part II), that Kelsen does connect these terms, albeit in a manner that may be best described as functional, rather than conceptual. In the field of international relations there exists controversy over whether or not a Revolution in Military Affairs (RMA) is occurring. This case employs the recent transformation of the Australian Defence Force (ADF) to validate the 'revolution' argument. As Australia's role in the Asia Pacific security environment grows, there is a correlative need for its military to evolve. The ADF has embraced change, primarily through its Future Warfighting Concept (FWC) and the doctrine of a Hardened and Networked Army (HNA).
