Hollywood has painted a picture of the criminal woman as a sexy, sneaky, and often psychotic female fatale. This is because men run Hollywood. Much like movies, research on why women offend had historically focused on men as their stellar. However, towards the turn of the century and with the disproportionate rise in female incarceration, literature caught up to the fact that women and men do not experience the same socialization, standards, or reality and, therefore, have different reasons for and ways of offending. In March 2021, the Kentucky General Assembly passed House Bill 321 (Acts Chapter 203) authorizing the creation of a tax increment finance (TIF) district within the West End of Louisville. Designed to spur community-wide economic development, it set up a public-private nonprofit partnership. Known as the West End Opportunity Partnership (WEOP), this 21-seat board include community representatives and has sole control over any fund disbursement. Funds can be used towards a broad array of investments including small business loans, financing affordable housing units, home improvements, etc.

Maine’s materials management system is stuck in a disposal mode of waste governance. Despite significant investments in programs and policies designed to reduce the amount of waste the state buries each year, recent shocks and uncertainties have resulted in increased waste generation and disposal. This paper analyzes specific ways through which materials management in Maine has become locked in to a disposal mode of waste governance. We build a framework to help understand various forms of lock-in and how they might be unlocked. Athletics departments are showcases for universities, serving as a public face and recruitment outlet that communicates university identity to the world. This applied research project examines the state of electrical energy infrastructure at Michigan Technological University with special attention to the Athletic Department and reports on the process for energy decisions in both settings. I take a qualitative research approach analyzing University documents and conducting interviews with informants in Athletics Administration, Facilities, and MTU’s Office of Sustainability and Resilience. The purpose of this case study research was to examine the economic impact of school closures on three rural communities in Maine. I created a conceptual framework around six healthy community economic markers. Each of the six markers are studied in 2010 when schools were closed and then again in 2016. This data, in addition to perceptions data from stakeholders in each of the three communities was studied to determine if the closure of the school had any impact on these healthy economic markers. Today more than 41 percent of the Jordanian population is comprised of Palestinian refugees. Some argue that Jordan has become the new Palestinian state in place of their former land pre-1948. This paper presents the complications of this claim by focusing on the Jordanian government’s constitutional provisions on refugee citizenship, Palestinian support programs and the role the Palestinian identity has played in the integration, or lack thereof, of Palestinian refugees into the social, political, and economic spheres of Jordanian society.

A recent stakeholder engagement process involving nearly 200 industry professionals, municipal representatives and citizen groups confirmed this point. As we move together toward a more sustainable waste management system, participants in the engagement process identified an outstanding need to learn more about policies options. This Capstone follows the downtown redevelopment visioning process in Berwick from the initial presentation to Town Officials up until formal adoption as an addendum to the Comprehensive Plan. Berwick has a monumental task ahead of it as the Town looks to redevelop an 11 acre abandoned factory site that is located directly where a downtown should be. Residents of Berwick had to work with Town Staff to navigate a considerable amount of lingering controversy and to rebuild trust between the public and local government. This study investigated how media portrayals of individuals in the lower class affect people’s beliefs about educational hardships in lower socioeconomic areas. Specifically, this study looked at the attributions of these hardships to determine if media consumption had an effect on the internality of attributions. It was hypothesized that increased media consumption would be related to an increased tendency toward internal attributions. It was hypothesized that increased media consumption would lead to lower support for policy changes regarding education. A survey was distributed to assess media consumption habits and attitudes toward educational hardships in the lower class. Correlation results yielded …

This article examines the organisational structure and strategic plans of the African Telecommunica- tions Union (ATU). Although the ATU has been restructured to include private telecommunications entities as asso- ciate members, it remains essentially an inter-governmental agency. The article assesses the benefits of a regional approach to telecommunications reform and proposes that regional economic organisations replace the nation states as members of the ATU. Although the goals of the ATU, as articulated in its strategic plans are laudable, clearly de- fined benchmarks and specific strategies to achieve them are needed to make the organisation more effective.

Since the mid-1990s, Botswana has pursued a policy of telecommunications liberalisation. This article, based on fieldwork conducted in Botswana in the summer of 2000, analyzes several notable aspects of the process of reform and denotes those worthy of emulation by other African states. The participation and protection of domestic telecommunication users, transparency in decision-making, the creation of an independent regulatory agency, and the introduction of competition in the form of private cellular service providers are among those policy features that are recommended for replication.
