This paper is based on a data project that pulled together publicly available data from several sources to examine the scope of homelessness in the Commonwealth of Kentucky. The primary findings of the project conclude that there is a lack of data regarding counting homeless individuals, and that the available data should be examined to determine changes in the homeless population and demographics over time. Examining this data would also reveal the rate of progress in the number of counties that have began participating in the K-count since 2006. This dissertation examines the delegation of responsibility for providing health care to particular categories of marginalized populations in the United States in the absence of a uniform and universal health care system. It explores how the U.S. federal government governs patient populations at a distance by mandating that healthcare providers collect, produce, and report on patient data. Drawing from eighteen months of ethnographic research in Massachusetts clinics for the homeless and the frail elderly between 2014-2015, I argue that when marginalized patients are unable to satisfy the neoliberal ideal of self-governance to maintain their health in cost-effective ways, providers are …

My final thesis has developed from two main components, a creative project and a research paper, to better understand this multifaceted topic. The creative project was an art-based event to raise both awareness and funds for a local homeless shelter in Columbia, South Carolina. Homelessness is a social and political issue of great importance in the United States. For every 10,000 people in the U.S. 17 are experiencing homelessness (Bishop et al. 2017). Despite being a consequence of structural factors in the economy such as a lack of affordable housing and livable wages, the news media often frames the issue as an outcome of individualistic factors such as deviant characteristics, criminality, and personal flaws like drug addiction and mental illness. This paper is written as an organizational report on the Urban Plunge Program for consideration by the John Perkins Center at Seattle Pacific University. I review Urban Plunge offering a critique and recommendations for re-imagining the program in its future development. I argue that the program needs to be clearly defined as an educational program, grounded in a conceptual framework, given a clarified and expanded mission, and guided by informed curriculum. Beyond critique, I create a proposal for programmatic content and organization to meet these identified needs.

This report presents an evaluation of the Friends in the Desert, Foundation Incorporated (FID), a sit-down feeding program in downtown Henderson, Nevada. The evaluation identified both strengths of the program and opportunities for growth. Major components of this report are presented in the following order: scope of work, research design, findings, recommendations, conclusions and limitations. The report recommendations provide the agency’s members and principal stakeholder groups with proposals designed to improve the program’s financial position and long-term viability. These recommendations focus on opportunities for restructure, growth, and uninterrupted success.

The current study is an analysis of the problem of homelessness in American society today. It focuses on the demographic characteristics of the homeless in addition to some of the contributing factors that explain homelessness. Of particular concern is how the criminal justice system responds to homelessness, including the criminalization and stigmatization of homeless individuals and the implications of such a response.
