Studies of residential mobility amongst disadvantaged populations and juveniles in particular have attracted a great deal of attention with projects such as the Moving to Opportunity Study and policies aimed at reducing concentrated disadvantage by providing alternative housing assistance to low-income families. The results of these studies, however, have been inconclusive and have often not concentrated on the effects of this mobility on a broad spectrum of delinquent behaviors. Using data collected from the Evaluation of the Children at Risk Program (CAR) in Austin, Texas, Bridgeport, Tennessee, Savannah, Georgia, and Seattle, Washington (Harrell et al 1999), this study focused on problem behaviors in disadvantaged neighborhoods , specifically, drug and alcohol use, among at-risk youth. The purpose of this study was to determine if parochial and public levels of social controls in disadvantaged neighborhoods decrease the likelihood of adolescents using drug and alcohol. The university is a privileged social space in that it functions as a pathway to social mobility for students, faculty, and administrators. University janitors, however, have very little chance for advancement or mobility. This places janitors in a somewhat paradoxical position, as they work to maintain an institution that contributes to prosperity for some and perhaps inequality for others. This study explores how the university as a unique social location and social institution shapes the experiences and perceptions of university janitors and their work. In the 1960s and 1970s academicians, economists and politicians favored state ownership over private ownership in the production and provision of goods and services. By the end of the 1980s, however, there was a reversal of public policy from state domination of the production and provision of goods and services to private ownership and operation. This was due in part to what the World Bank referred to as "state failure”, which was characterized by inefficient service delivery, unprofitable SOEs, high government debt, and stagnant economic growth rates. The welfare system in the United States underwent a major overhaul in 1996, transforming Aid to Families with Dependent Children (AFDC) to Temporary Assistance to Needy Families (TANF). Since then, there has been little research conducted on attitudes toward welfare. This is still a topic worth investigating, as poverty and homelessness remain a problem in the United States.

Throughout the 1990s the United Nations Human Development Index, an annual report that measures human development, depicted Sierra Leone as one of, if not the poorest nation on the planet. In 2001, the same report depicted 162 countries in terms of human development and Sierra Leone ranked 162. This Sub-Saharan nation experienced a total collapse of its state and society beginning in 1990. The United Nations and the rest of the international community are only now beginning to work towards putting Sierra Leone together again.

This study examined Wilson's hypothesis that economic restructuring accompanied by spatial redistribution of employment opportunities coupled with rising skills requirements for employment provide an explanation for the increasing concentration of metropolitan area poverty in its central city. This study also assesses the influence that racism, represented by racial residential segregation (Index of Dissimilarity), may have on the distribution of metropolitan poverty (Massey 1990, 1994; Massey, Gross and Shibuya, 1994; Feagin, 1999, Orfield, 1992).
