Libraries As Community: Investigating Social Infrastructure And Community Cohesion, Mora N. Rehm

Libraries are a form of public infrastructure that guide, protect, and preserve the spirit of community. Established as the guarantor of a peaceful, well-informed society, this research evaluates the library's methods and degree of influence over citizens' feelings of community alongside other social phenomena; looking both within and without existing systems, the researcher posits a model of critical librarianship, acknowledging that current practices reinforce existing structures of inequity and privilege. Substance use and abuse is not a uniquely Appalachian problem, but it remains a prevalent social problem for the geographical region. Kentucky has been one of the central states experiencing generations of substance abuse, ranging from methamphetamines to OxyContin to heroin. Eastern Kentucky, which includes a portion of Central Appalachia, has been a focal point for the proposed war against substance use. This paper is based on a data project that pulled together publicly available data from several sources to examine the scope of homelessness in the Commonwealth of Kentucky. The primary findings of the project conclude that there is a lack of data regarding counting homeless individuals, and that the available data should be examined to determine changes in the homeless population and demographics over time. Examining this data would also reveal the rate of progress in the number of counties that have began participating in the K-count since 2006. Low-socio economic and/or minority students are substantially unidentified for gifted education programs. The disparities in gifted education for underrepresented students persist despite the growth in schools across the country of low income and minority students. Despite efforts to tackle equity issues in gifted education the large gaps of disproportionality persist. Explanations for this occurrence of underrepresentation is linked to the general processes for identifying gifted students, which are based largely on norm referenced standardized tests, with a single score criterion and a referral process that relies heavily on teacher and parent nominations.
