In this article we extend the model developed by Bogliacino and Pianta (2013a, 2013b) on the link between R&D, innovation and economic performance, considering the impact of innovation of export success. We develop a simultaneous three equation model in order to investigate the existence of a ‘virtuous circle’ between industries’ R&D, share of product innovators and export market shares. An Industrial Policy For Europe, Mario Pianta

After Europe’s long stagnation, a debate is emerging on how industrial capacity could be reconstructed. The article reviews current EU policies and provides the rationale for a new industrial policy at the European level. Such public action could help address current macroeconomic, industrial, innovation, cohesion and environmental problems and would be crucial for the recovery of countries of the “periphery” that have been hit hardest by the crisis. A range of proposals for organising, implementing and funding a new industrial policy – focusing on selected economic activities - are presented, combining action at the European, national and local levels.

This European Outlook evaluates the results of EU's Lisbon Agenda. The study provides a quantitative analysis of changes in welfare and wellbeing of European citizens over the period 2000-2010. The study not only evaluates the changes in Europe's market sector (production, investment, GDP), but also indicators that measure changes with respect to non-market parts of welfare like natural environment and social-cohesion.
