In 2012 Washington state voters legalized recreational marijuana; local jurisdictions retained the option to ban recreational marijuana production, processing, and/or retail sales. Licenses for marijuana business could be distributed by the state to licensees in areas where local laws prohibited the business. This disconnect prompted legal battles between local governments and would-be business owners, as exemplified in the central Washington county of Yakima and the county seat, the city of Yakima. After a series of state policy changes and local community outcry, the city of Yakima reversed its initial ban, while the county continued prohibition. This paper explores issues underlying …

The Pacific Northwest experienced massive urban development and growth in population from 1870 to 1920. The railroad was a key factor contributing to the influx of people and expansion of the built environment. The rival port towns around the Washington Territory’s Puget Sound all strove to become the dominant center of trade. As the pattern of railroads expanded, this new mode of transportation would have a significant effect on which ports would prosper and which would languish. Gentrification and stagnation are two prominent themes in neighborhood development today. The city or Portland, Oregon is experiencing both of these neighborhood stages in different neighborhoods. In Oregon a property tax measure passed in 1997, Measure 50, caused property tax rates to vary by location according to changes in real market values over time. Recent analysis has revealed that property tax rates in Portland follow the spatial patterns of gentrification and stagnation in Portland, and therefore could be contributing neighborhood change. Foodshed Analysis is a tool used by researchers to measure the feasibility of providing more local food to a community. That there are economic, environmental, and societal benefits provided by eating locally produced food is a central assumption of Foodshed Analysis research. These benefits, however, are not inherent to a localized food system, but instead are goals that local food system participants must work to achieve. Kazakhstan was the most multi-ethnic country to emerge from the former Soviet Union and the only one to have its titular ethnicity as a minority. This paper examines the top-down nationalism that has occurred since independence in 1991. The government of Kazakhstan has used elements of the theories of nationalism and territoriality in their effort to build a strong and unified post-Soviet national identity. The role of language, treatment of minorities, changing demographics, and the multi-ethnic nature of Kazakhstan make this a difficult task.

Sheltered by mountains on all sides, the 724-square mile Tualatin Valley has been home to successive groups of people who have shaped the landscape based on their needs, tools, and ideas about the human relationship to nature. Thousands of years of indigenous burning practices and cultivation of native plants, followed by two centuries of European-American fur trapping, agriculture, logging, and urbanization have created the Tualatin Valley landscape of today. Understanding how a history of changing land use has affected the region is integral to building an environmentally sustainable future.

Identities of place develop through a multitude of perceptions. Place myths guide much of this perception. Portland, Oregon’s identity has evolved in particular around a much quoted but unchallenged statistic regarding the volume of nude dancing venues. This paper focuses on the literature specific to both nude dance venues and place identity; Portland’s legal history that contributed to this phenomenon; and some of the cultural and spatial variables pertinent to this issue. Two initiatives, aimed at restructuring the state constitution specifically to deal with nude dance venues and other adult entertainment, are analyzed.

Highway interchanges provide the interface for and moderate access to the surface street system and help control congestion. Understanding the relationship between land use and transportation near highway interchanges can help to direct resources where they are most needed to maintain the integrity of the adjacent road system. Paper 2: Upwards of 20,000 Chinese migrated to Oregon before 1890. Upon their deaths many were interred in "Chinese cemeteries." In China, the placement of cemeteries is an important aspect of the traditional Chinese religion. This paper asks if the early Chinese practiced the same Feng Shui in the placement of the Oregon gravesites. While Feng Shui is not codified, there are a few general principles to determine graveyard placement, and by comparing Oregon Chinese gravesites with that required for proper Feng Shui placement, concluded that the early Chinese immigrants may have followed the precepts of traditional Chinese religion in …
