This study attempts to analyze the process and humanitarian costs of Israel’s a thirtyfour-day war against Lebanon in the summer 2006. As it is stressed in many studies about the war, we will underline two points. Firstly, we will argue that the war had already planned before the invasion started and Israel had been waiting an excuse for initiating the war. Secondly, by focusing on the some reports which were published after the war, this study posits that Israel used “collective punishment” as a technique of war against the Lebanese and it suspended international law of war.

This paper argues that soft balancing theory provides the best framework to understand Turkey’s foreign policy towards the US in terms of its unilateral policy on the issue of Iraq in the post 9/11 era. To put the matter bluntly, Turkish foreign policy regarding the Iraqi crisis can be examined through the lens of soft balancing - in order to prevent the war and minimize its negative effect on the region as well as its own interests. Bir Dış Politika Aracı Olarak Dış Yardım: Japonya Örneği (Foreign Aid As A Foreign Policy Tool: The Case Of Japan), Murat Yesiltas, Ali Balcı

This article attempts to explain the relationship between foreign policy and foreign aid. The question of how Japan's Official Development Assistance (ODA) programme is related to Japan's foreign policy will be explored. The findings suggest that foreign aid has been used to promote Japan's national interests and national security since the 1950's. Although Japan has used ODA in order to prevent humanitarian violation and promote democracy, especially since the 1990's, the humanitarian aspect of ODA has remained secondary to concerns about national interests.
