“The Land Is Our Family And The Water Is Our Bloodline”: The Dispossession And Preservation Of Heirs’ Property In The Gullah-Geechee Communities Of Lowcountry South Carolina, Brian Grabbatin

Heirs’ property is land that is collectively inherited by family members when an ancestor dies without a will. The complexity and ambiguity of rights among family members makes these parcels legally vulnerable to dispossession. This form of land tenure is found across the United States, but is particularly prevalent in southern African American communities, where educational inequities and distrust of law led to a reliance on extralegal practices of inheritance. This dissertation investigates the dispossession and preservation of heirs’ property in the Gullah-Geechee communities of Lowcountry South Carolina.

Forest carbon projects seek to alleviate rural poverty and mitigate global climate change by facilitating the flow of capital from actors looking to offset CO2 emissions to land managers willing to engage in offset-oriented reforestation, afforestation, and forest preservation activities. In Mexico, forest carbon schemes have been pursued within the country’s national Payment for Ecosystem Services (PES) program, and through REDD+ pilot projects and separate voluntary initiatives. In this dissertation, I explore one voluntary project, Scolel’ Te, which is managed by the non-governmental organization (NGO), AMBIO. My dissertation research investigates the impacts of biodiversity conservation on the local population living in the Sundarban Biosphere Reserve (SBR). More specifically, the research examines the impacts of conservation on local fishing communities living on the edge of the Sundarban Reserve Forest. In addition, it examines the causes and characteristics of conflicts between the biosphere reserve managers and the local fishing communities over the resource use of the biosphere reserve. New markets for the conservation of so-called ecosystem services, like the ability of a wetland to mitigate floods, are emerging worldwide. According to environmental economists, these markets require some metric - ecological or otherwise - that names the relevant characteristics of the service to be traded as a commodity. But while this is often assumed to be a simple task of science, I argue that the environmental regulators, eco-entrepreneurs, and conservationists who actually design and implement metrics are not so easily brought into agreement. The Indian Chipko movement is analyzed as a case study employing a geographically-informed political ecology approach. Political ecology as a framework for the study of environmental movements provides insight into the complex issues surrounding the structure of Indian society, with particular attention to its ecological and political dimensions. This framework, with its focus on social structure and ecology, is distinct from the more traditional approaches to the study of social movements, which tend to essentialize their purpose and membership, often by focusing on a single dimension of the movement and its context.
