Regional Commercial Bank Lending To Small Businesses In The Wake Of The Great Recession, Boris D. Higgins
Hunt Institute Working Paper Series
The purpose of this paper is to document and explain the state by state variation in commercial bank lending to small businesses during the Great Recession. To accomplish this purpose will require several steps. These steps include showing the evidence of the variation in lending across states, the theoretical causes and the empirical findings of a capital supply gap based on market imperfections and employing OLS estimation method on carefully selected economic variables. The empirical results indicate that economic conditions, borrower characteristics and lender characteristics influence lending variation where these results can help in policy formulation.

Compounded Inequities: Assessing School Finance Equity For Low-Income English Language Learners, David S. Knight, Jesus E. Mendoza
Working Papers
School districts face different costs to produce the same level of educational opportunity because of differences in student population, geographical costs of living, and district size. However, in many states, the school finance system fails to take these factors into account when distributing funds to school districts. Most prior analyses of state school finance systems focus on the relationship between district funding and the percent of low-income students in that district or the percent of emergent bilinguals, who are typically classified as English language learners (ELLs).

Inflationary Dynamics In Guatemala, Thomas M. Fullerton Jr., Miguel Martinez, Wm. Doyle Smith, Adam G. Walke

Short-run price dynamics for Guatemala are analyzed using a linear transfer function methodology. This approach has previously been employed for other national economies such as the United States, Mexico, Colombia, Ecuador, and Nigeria. The data for this study range from 1960 to 2010. Inflation is measured using the consumer price index. Explanatory variables include the monetary base, real output, interest rates, and the exchange rate. All of the estimated coefficients exhibit the arithmetic signs hypothesized by the theoretical model. Almost all of the parameter estimates satisfy the 5-percent significance criterion and all exhibit economically plausible magnitudes. Estimation results indicate that …
