Adolescence is a time of many transitions and a time to acquire the skills for adult life. Although skills can still be acquired in adulthood, adolescence is a time to lay a foundation of education, financial skills, positive health behaviors, and critical thinking. For many girls in the developing world, the opportunity to move freely in the community becomes limited at the onset of puberty. As a pioneer in the relatively young field of adolescent livelihood programs, the Population Council has implemented and evaluated a range of projects that test vocational training, savings, financial education, and credit initiatives. Since the 1990s, the Council has documented the importance of adolescents’ livelihoods and worked to adapt adult livelihood models to fit adolescents’ unique needs. While these programs often share common strategies and elements, all Council adolescent initiatives recognize the need to learn from and adapt to the local context. The program presented in this case study, the Association for the Struggle Against Violence Against Women (ALVF, from its name in French) in Cameroon, provides counseling, language and literacy training, economic support, and empowerment activities for girls who have fled (or been thrown out of) early or forced marriages to help them overcome their adversities. ALVF also seeks to bring about broader social change by highlighting in the public sphere—as well as among parents and husbands—the plight of girls who were married early and/or by force. Guatemala’s population is poorer, less educated, faster growing, and more ethnically diverse than most others in Latin America. The country’s fertility and infant mortality rates are among the highest in the region. Nearly half of the Guatemalan population is indigenous, and more than 20 Mayan ethnic groups live in isolated rural areas with limited access to basic services such as water, sanitation, schooling, and health care. Mayan girls are the country’s most disadvantaged group, leading lives characterized by limited schooling, early marriage, frequent childbearing, social isolation, and chronic poverty. Over the past 15 years, girls’ education in the developing world has been a story of progress, as noted in Promoting Healthy, Safe, and Productive Transitions to Adulthood Brief No. 33. Interest from the development community has grown steadily in response to evidence documenting the benefits of girls’ schooling, and female education is now a major part of global development commitments. Education helps adolescent girls avoid long working hours and early pregnancies, and lowers risk of HIV/AIDS, and secondary education offers greater prospects of remunerative employment. This presentation was given at the Global Youth Economic Opportunities Conference in Washington DC, USA in 2011. It looks at results from a Uganda Pilot Program to provide financial education among girls and increase asset building in the form of Girls Savings Programs. Results from this study saw that savings programs build social, health, and economic assets for girls.
