The Atlantic surfclam Spisula solidissima fishery, which spans the U.S. Northeast continental shelf, is among the most exposed to offshore wind energy development impacts because of the overlap of fishing grounds with wind energy lease areas, the hydraulic dredges used by the fishing vessels, and the location of vessel home ports relative to the fishing grounds. The Atlantic surfclam federal assessment survey is conducted using a commercial fishing vessel in locations that overlap with the offshore wind energy development. Once wind energy turbines, cables, and scour protection are installed, survey operations within wind energy lease areas may be curtailed or …

Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery. A spatially explicit model of the Atlantic surfclam fishery (Spatially Explicit Fishery Economics Simulator) has the ability to simulate the consequences of fishery displacement …

Northern Shrimp (Pandalus borealis) once supported a key commercial fishery in the State of Maine. Since its closure in 2013, the stock has remained in a particularly vulnerable state following recruitment failure, overfishing, and rising water temperatures. Furthermore, without this source of supplemental income, local fishermen have also experienced financial stress following unstable fishing conditions in other fisheries. The collective goal of this research project was to assess factors impacting the feasibility of reopening and maintaining this vulnerable winter fishery. These goals are addressed over 4 chapters. At least two-thirds of global fish stocks are overfished or fully exploited (FAO, 2014). As a result, fisheries are not producing nearly as much food, profit, or livelihood opportunities as they could be. Well implemented and effective Rights Based Management (RBM) can reverse these trends, but designing and implementing such systems is challenging.

This paper’s contribution to the understanding of marine recreational pursuits in Ireland is based on the estimation of the first sea angling demand function. We use this empirical work to inform the more general debate surrounding resource allocation between commercial fisheries and recreational anglers. The study compares the use of Poisson and negative binomial count data models to estimate sea angling trip demand. The models also account for truncation and endogenous stratification; two issues that need to be controlled for when dealing with on-site sampled populations. In 2009, the United Nations Food and Agriculture Organization (FAO) adopted the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated (IUU) fishing (PSMA). Countries that ratify the treaty commit to exert greater control at ports over foreign-flagged vessels to detect IUU catch before it is offloaded from vessels, and prevent the ill-gotten catch from entering the world’s markets. Calls for cross-scalar theoretical and methodological approaches are not new to commons scholarship. Such efforts might be hastened by channelling poststructuralist and critical theory perspectives through the geographic subfield of political ecology, including attention to political scales and subjects. Toward this end, this paper reconsiders Maine’s lobster fishery. This case has provided rich material for watershed commons scholarship, demonstrating the ability of social groups to conserve resources independent of government or markets, and it continues to offer new findings. Spatial approaches to fisheries management hold great promise but require continued conceptual and policy development. Polycentrism and flux emerge as useful concepts, drawing lessons from more customary, informal resourceuse patterns to produce more innovative “spatialized” policies within existing governance architectures. Empirical evidence from Maine shows that pioneering efforts have been limited by the single-species focus of conventional management hierarchies. As entry limits have consolidated the fishing fleet and eliminated flexible, diversified, and adaptive business strategies, cross-species and habitat externalities have become problematic.
