The Impact Of Social, Political, And Economic Forces On Enviromental Protection Efforts, Jung Sam Park

The researcher's purpose in this study was to determine whether there was a relationship between environmental protection efforts (the dependent variable) and social, political. and economical forces (the independent variables), and to suggest strategies for the improvement and promotion of environmental protection efforts.

Data on 10 environment-related indicators (variables) were collected from 191 countries by using published statistical information on their social. political. economical, and environmental conditions. These indicators were analyzed to determine which indicators had the most powerful relationship to environmental protection efforts.

Descriptive statistics, bivariate regression analysis, bivariate correlation coefficient analysis, multiple regression analysis, multivariate correlation coefficient analysis. …

Institutionalism: Intergovernmental Exchange, Administration-Centered Behavior, And Policy Outcomes In Urban Agencies, Herman L. Boschken

This article inquires about the sufficiency of institutional exchange theory in explaining the impacts of intergovernmental power structure on agency policy making. Based on rational behavior, transactional exchange, and game playing, this so called new institutionalism points to the degree of autonomy held by an agency in its collaboration with other government jurisdictions as a principal determinant of a patterned bias in agency policy outcomes. The author first summarizes theory arguments and derives hypotheses about agency outcomes that are skewed to favor some interests over others. This thesis deals primarily with residential use of water in the Las Vegas Valley, an arid climate located in the Mojave Desert, and whether the education of people living here has any bearing on whether or not they conserve water. Many of the residents of the Las Vegas Valley have moved from other areas of the country, and perhaps are not aware of the fact that there is a limited supply of water available to the Valley. Since the “container revolution” in the 1970s, seaports on the Pacific Coast have been the engines of economic development, regionally, nationally and globally. But circumstances continue to change that threaten the long-term viability of the intermodal “land bridge” system that emerged from that revolution. These circumstances include railroads not maintaining rail lines critical to transcontinental container traffic and the shift in the locus of global production that raises the question of obsolescence for the existing infrastructure moving trade West to East from the Pacific Rim. Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell

Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. There are two reasons why public participation in decision making about risk and environmental management persists as an important, timely issue. First, people still disagree about whether lay people should be involved in these decisions at all. This is the question of “why?” Second, there is uncertainty about how to best involve, meaningfully, diverse lay people and scientists in an efficient, effective decision making process. This is the question of “how?”

I agree very much with most of Carolyn Raffensperger’s argument. Understanding Risk does stand out for its willingness to admit that we need to rethink our assumptions about the privileged role that scientists and “experts” play in public decision making on topics of risk and environment. Involving publics in meaningful ways with scientists can make better science, but only if the scientists allow this to happen. I agree with Carolyn when she writes that this might require scientists engaging in inductive reasoning — some- thing many of them have been trained not to do! Surely the scientific method is powerful. …
