This paper presents a sustainable adaptive capacity framework for water management for municipalities, named Sustainable MAC-Water framework, after assessing the strengths and weaknesses of adaptive capacity in Mexico and its municipalities. It provides municipalities with an instrument to help them create sustainable adaptive capacity plans (Sustainable MAC plans) to prevent adverse impacts on water resources and related sectors. It is based on a study of policy instruments crafted by the Intergovernmental Panel on Climate Change (IPCC) and the Government of Mexico, and literature on adaptive capacity, assessment, and planning. This article examines the transformation in Mexican politics from a neoliberal state to a one lead by a left wing populist leader and its impacts on environmental policy in the country. Specifically, looking at the election of AMLO in 2018 and prior neoliberal environmental policies (NAFTA and Pena Nieto's energy reform). This article looks at the motivations and outcomes of these policies to better understand environmental impact.

Jalisco es un estado altamente vulnerable a los efectos del cambio climático. El estado es vulnerable a sequías en el norte e inundaciones en las costas. Jalisco también es un estado con un sector agrícola de alta producción. Los efectos del cambio climático ponen en riesgo esta producción agrícola, que en turno tendría efectos negativos en las familias agrícolas y la economía del estado.
