Both climate change and technical change are uncertain. In this paper we show the importance of including both uncertainties when modeling for policy analysis. We then develop an approach for incorporating uncertainty of technical change into climate change policy analysis. We define and demonstrate a protocol for bottom-up expert assessments about prospects for technologies. We then describe a method for using such assessments to derive a probability distribution over future abatement curves, and to estimate random return functions for technological investment in different areas. Finally, we show how these analytic results could be used in a variety of energy-economic models …

This article explores three areas in which globalization is profoundly affecting the development of a global environmental law. First, countries increasingly are borrowing law and regulatory innovations from one another to respond to common environmental problems. Although this is not an entirely new phenomenon, it is occurring at an unprecedented pace. Second, lawsuits seeking to hold companies liable for environmental harm they have caused outside their home countries are raising new questions concerning the appropriate venue for such transnational liability litigation and the standards courts should apply for enforcement of foreign judgments. The purpose of this paper is to explain a framework that focuses on information flows as a means of understanding public policy decision-making, with a specific emphasis on information relating to sustainable development. The goal of this framework is to further aid in identifying and explaining the extent to which sustainability goals are being implemented in public policy decisions. Adaptive Management is the use of evidence-based data and best scientific knowledge to improve management and programmatic actions and to reduce the uncertainty inherent in those actions. This approach is the core of the Clark County Multiple Species Habitat Conservation Plan (MSHCP), which also includes a strong emphasis on transparency in decision making to increase the accountability of the program.

The purpose of this article is to review Amendment 16 to the Northeast Multispecies Fishery Management Plan, highlighting some of the legal and policy implications to the fishing community and regulatory bodies. Questions of impact are framed from the local fishing community perspective, while larger questions of regulatory implications, including statutory purpose, are identified where appropriate. The purpose of this article is to explore a premise that fishery management at the federal level would be more effective if the U.S. government simply charged for the privilege to commercially harvest fish. This argument is supported by a mix of historical fact-finding and legal precedent, brought together in an attempt to identify a basic economic principle of property rights. Introduction Racial/ethnic minority communities are at increasingly high risk for chronic diseases related to obesity. Access to stores that sell affordable, nutritious food is a prerequisite for adopting a healthful diet. The objective of this study was to evaluate food access, availability, and affordability in 3 nonoverlapping but similar low-income communities in urban Los Angeles, California. The shifting relationship between environmental political theorists and liberalism is examined, moving from a total critique to an increasingly nuanced engagement. The argument here is neither for nor against the possibility of ‘greening' liberalism per se. Instead, it is argued that the preoccupation with ‘liberalism' in this context is a category mistake based upon the reification of liberalism as not just a political philosophy, but a characterisation of citizen values and practices in contemporary liberal democratic societies. This article will also identify some of the potential legal issues at the heart of the ban.
