This project focused on developing and evaluating methods for estimating demand volume for oversaturated corridors. Measuring demand directly with vehicle sensors is not possible when demand is larger than capacity for an extended period, as the queue grows beyond the sensor, and the flow measurements at a given point cannot exceed the capacity of the section. The main objective of the study was to identify and develop methods that could be implemented in practice based on readily available data. The rapid rise of shared electric scooter (E-Scooter) systems offers many urban areas a new micro-mobility solution. The portable and flexible characteristics have made E-Scooters a competitive mode for short-distance trips. Compared to other modes such as bikes, E-Scooters allow riders to freely ride on different facilities such as streets, sidewalks, and bike lanes. However, sharing lanes with vehicles and other users tends to cause safety issues for riding E-Scooters. Conventional methods are often not applicable for analyzing such safety issues because well-archived historical crash records are not commonly available for emerging E-Scooters.

This paper contends that Maritime Domain Awareness Center (MDAC) design should be a holistic approach integrating established knowledge about human factors, decision making, cognitive tasks, complexity science, and human information interaction. The design effort should not be primarily a technology effort that focuses on computer screens, information feeds, display technologies, or user interfaces. The existence of a room with access to vast amounts of information and wall-to-wall video screens of ships, aircraft, weather data, and other regional information does not necessarily correlate to possessing situation awareness. Nuisance flooding, or recurrent flooding, occurs during high tide and may be exacerbated when combined with other events such as heavy precipitation, strong winds, or storm surge. Sea level rise has contributed to increased frequency and duration of nuisance flooding in low-lying coastal areas and is causing community-specific impacts such as transportation disruption, road closures, compromises to life and property, overwhelmed storm water systems, and infrastructure damage. The development of a hurricane evacuation simulation model is a crucial task in emergency management and planning. The Institute of Transportation Engineers (ITE) released the Trip Generation (TG) 10th edition in 2017, which significantly updated its database, and some of its trip generation rates were substantially lower than those of earlier editions. This study aims to investigate the applicability of the TG 10th edition in various Virginia contexts and to recommend how to incorporate the TG 10th edition into state guidelines. Virginia has invested significant resources in the development of express toll lanes (ETLs), which adjust toll rates dynamically based on the level of toll lane usage. A tool is needed to investigate the potential impact of the I-66 Outside-the-Beltway (OTB) ETLs on regional traffic patterns. This study developed a microscopic traffic simulation model in TransModeler to evaluate a set of corridor-based tolling strategies for the I-66 ETLs in NOVA. Traffic state estimation is a fundamental task of Intelligent Transportation Systems. Recent advances in sensor technology and emerging computer and vehicular communications paradigms have brought the task of estimating traffic state parameters in real-time within reach.

This has led to the main research question of this thesis: Can a vehicle accurately estimate traffic parameters using onboard resources shared through CV technology in a lightweight manner without utilizing centralized or roadside infrastructure?

Low power wide-area network (LPWAN) technology aims to provide long range and low power wireless communication. It can serve as an alternative technology for data transmissions in many application scenarios (e.g., parking monitoring and remote flood sensing). In order to explore its feasibility in transportation systems, this project conducted a review of relevant literature to understand the current status of LPWAN applications. Although this process is necessary for system security, users view authentication as a frequent disruption to their primary tasks. In this article, we present a new study for the analysis and classification of atmospheric aerosols in remote sensing LIDAR data. Information on particle size and associated properties are extracted from these remote sensing atmospheric data which are collected by a ground-based LIDAR system. This study first considers optical LIDAR parameter-based classification methods for clustering and classification of different types of harmful aerosol particles in the atmosphere. Adaptive task allocation is used in many human-machine systems and has been proven to improve operators’ monitoring and/or performance with automated systems. However, there is little knowledge surrounding the benefits of adaptive task allocation in automated vehicles. In this study, participants were presented with media depicting driving scenarios of both low and high workload at two levels of automation. Adaptation to sea level rise (SLR) requires coordination among local, state, and federal entities and collaboration across governments, nonprofits, businesses, and residents. This coordination and collaboration are reflected in institutional arrangements associated with a whole-of-government and whole-of-community approach to regional adaptation. This study analyzes the development of an interlocal agreement (ILA), the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project (the Pilot Project), as an example of such an arrangement. This study proposes a novel Bayesian hierarchical approach for online bus speed prediction by explicitly accounting for the spatiotemporal interaction (STI) of speed observations. The use of Laplace approximation can expedite the estimation of Bayesian models and enable the implementation of online prediction. Large numbers of trials are carried out to identify significant predictors and the optimal length of the look-back time window to achieve the highest prediction accuracy. As aircraft noise constraints become more stringent and the number/mixture of aircraft configurations grows, it becomes more important to understand the interaction of individual aircraft noise sources with nearby aircraft structures. Understanding these interactions and exploring possible approaches to mitigate or exploit their acoustic impact is essential for overcoming key noise barriers. The present paper explores the technology transfer linkages among universities, research centers, and private companies in Yucatan, Mexico's information technology industry. Social network analysis (SNA) was used as a method to identify the structural characteristics of the technology transfer collaborations, and the changes in the patterns of interactions among institutions over the years. Data were obtained from the National Council for Science and Technology repository (CONACYT). Associations formed to enhance technology advancement and innovation practices between 2010 and 2018 were analyzed in this study. Incorporating human behavior is a current challenge for agent-based modeling and simulation (ABMS). Human behavior includes many different aspects depending on the scenario considered. The scenario context of this paper is strategic coalition formation, which is traditionally modeled using cooperative game theory, but we use ABMS instead; as such, it needs to be validated. One approach to validation is to compare the recorded behavior of humans to what was observed in our simulation.
