The Influence Of Engineers On Public Policy, Sarah Bouazzaoui
The Influence Of Engineers On Public Policy, Sarah Bouazzaoui
Engineering Management & Systems Engineering Theses & Dissertations
Engineers play a vital role in society and contribute positively to economic growth in various areas, including energy, transportation, telecommunications, and others. In the United States of America, these areas are monitored by public policies that are set by policy actors—mainly lawyers, public administrators and social scientists—at legislative and regulatory levels. In these domains, engineers have a reduced voice with key decision makers on critical engineering issues, and their input is very limited. Their lack of involvement results in costly unintended consequences, affecting both the interest of the profession and the interest of the nation.

The US Navy has supported research related to the 3D printing or Additive Manufacturing area for more than 20 years. More recently, efforts like the Print the Fleet initiative and Marine Makers are exploring ways to design and create solutions to future problems with the possibility of reducing maintenance costs, increasing equipment readiness, and improving combat effectiveness. The Creating the Fleet Maker project is an effort supported by the Navy and Marine Corps Science, Technology, Engineering and Mathematics Education, Outreach and Workforce Program of the Office of Naval Research. It examines the concept of making in order to develop skills …
Incorporating Diegetic Elements To Increase Engagement In Games For Engineering Education, Katherine Smith, Yuzhong Shen, Anthony W. Dean

One of the difficulties in developing educational games is maintaining player engagement. This engagement is critical for games to provide effective learning experiences. One way to increase engagement in games is to limit interruptions during game play. In educational games, this can be accomplished by incorporating learning or problem-solving elements diegetically. Diegetic elements are those that are part of the game scene. With this in mind, a series of games for Science, Technology, Engineering, and Mathematics (STEM) education has been developed focusing on content in courses that are prerequisites to the engineering curriculum. These games cover topics in pre-calculus, calculus, …

A PC-based training program (Road Awareness and Perception Training or RAPT; Pradhan et al., 2009), proven effective for improving young novice drivers' hazard anticipation skills, did not fully maximize the hazard anticipation performance of young drivers despite the use of similar anticipation scenarios in both, the training and the evaluation drives. The current driving simulator experiment examined the additive effects of expert eye movement videos following RAPT training on young drivers' hazard anticipation performance compared to video-only and RAPT-only conditions. The study employed a between-subject design in which 36 young participants (aged 18-21) were equally and randomly assigned to one …
Forecasting Changes In Religiosity And Existential Security With An Agent-Based Model, Ross J. Gore, Carlos Lemos, F. Leron Shults, Wesley J. Wildman
Forecasting Changes In Religiosity And Existential Security With An Agent-Based Model, Ross J. Gore, Carlos Lemos, F. Leron Shults, Wesley J. Wildman

We employ existing data sets and agent-based modeling to forecast changes in religiosity and existential security among a collective of individuals over time. Existential security reflects the extent of economic, socioeconomic and human development provided by society. Our model includes agents in social networks interacting with one another based on the education level of the agents, the religious practices of the agents, and each agent's existential security within their natural and social environments. The data used to inform the values and relationships among these variables is based on rigorous statistical analysis of the International Social Survey Programme Religion Module (ISSP) …

With increasing demands in real-time or near real-time remotely sensed imagery applications in such as military deployments, quick response to terrorist attacks and disaster rescue, the on-board geometric calibration problem has attracted the attention of many scientists in recent years. This paper presents an on-board geometric calibration method for linear CCD sensor arrays using FPGA chips. The proposed method mainly consists of four modules—Input Data, Coefficient Calculation, Adjustment Computation and Comparison—in which the parallel computations for building the observation equations and least squares adjustment, are implemented using FPGA chips, for which a decomposed matrix inversion method is presented. A Xilinx …

Although Worldview-2 (WV) images (non-pansharpened) have 2-m resolution, the re-visit times for the same areas may be seven days or more. In contrast, Planet images are collected using small satellites that can cover the whole Earth almost daily. However, the resolution of Planet images is 3.125 m. It would be ideal to fuse these two satellites images to generate high spatial resolution (2 m) and high temporal resolution (1 or 2 days) images for applications such as damage assessment, border monitoring, etc. that require quick decisions. In this paper, we evaluate three approaches to fusing Worldview (WV) and Planet images. …

The defense acquisition system has been the source of intense scrutiny and calls for reform for over four decades. This research is to examine the contributions of Systems Theory to enhance prospects related to acquisition reform. Systems Theory offers a set of principles, laws, and concepts that explain the behavior of complex systems. Although the acquisition system and constituent programs have been critiqued and examined from multiple perspectives, they have never been the subject of exploration from Systems Theory. Recent advances in Systems Theory have identified 83 different potential system pathologies that can result in degraded system performance or outright …
Engineers' Motivation To Influence Public Decision Making: A Grounded Theory Approach, Sarah Bouazzaoui, Charles B. Daniels
Engineers' Motivation To Influence Public Decision Making: A Grounded Theory Approach, Sarah Bouazzaoui, Charles B. Daniels

In the United States of America, public policies and public decision making associated with the engineering field are set by individuals who does not possess expertise and knowledge to carry out these tasks [1]. Most of decision makers are lawyers and social scientists, not engineers [2]. The purpose of this paper is to analyze the various factors which either encourage or inhibit engineers from influencing and participating in public policy. In this study, a grounded theory approach will be followed, data will be collected using semi-structured interviews and analyzed to develop a theory of research direct toward increasing the motivation …

Exploring Critical Success Factors Of Community Development Projects, Kevin Wanjama Muchiri
Engineering Management & Systems Engineering Theses & Dissertations
The utilization of Community Development Projects in developing nations continues to increase in significance. In the wake of the latest Sustainable Development Goals, developing nations are working towards eliminating poverty, promoting sustainable cities and communities, gender equality, and health and well-being. Although Community Development Projects have become prevalent, the challenge has been that some are successful, while others fail. This dissertation investigates what makes Community Development Projects successful.
This dissertation implemented a comprehensive quantitative analysis using data collected from over one hundred community development projects obtained from The World Bank database. These projects took place in developing nations around the …
