As pedestrian evacuations of buildings, outdoor venues, and special events occur, dynamic interactions between pedestrians and vehicles during egress are possible. To model pedestrian and vehicle evacuations, simulation models have evolved to incorporate more realistic crowd characteristics and behaviors to provide improved results. Past studies using modeling and simulation, specifically agent-based modeling, have explored pedestrian behaviors such as decision-making, navigation within a virtual environment, group formations, intra-group interactions, inter-group dynamics, crowd behaviors such as queuing and herding, and pedestrianvehicle interactions. The rapid rise of shared electric scooter (E-Scooter) systems offers many urban areas a new micro-mobility solution. The portable and flexible characteristics have made E-Scooters a competitive mode for short-distance trips. Compared to other modes such as bikes, E-Scooters allow riders to freely ride on different facilities such as streets, sidewalks, and bike lanes. However, sharing lanes with vehicles and other users tends to cause safety issues for riding E-Scooters. Conventional methods are often not applicable for analyzing such safety issues because well-archived historical crash records are not commonly available for emerging E-Scooters.

A general methodological approach for determining the selection of military training simulations with respect to military training requirements has not been developed. This thesis undertakes a literature review, which indicated that there was a need for a multi-criteria decision making model to assist acquisition and/or training planners in making training selection decisions. The Analytical Hierarchy Process (AHP) Model was selected from a multi-criteria decision-making model candidate list for evaluation of its efficacy in selecting military training simulations based upon the military training requirements. Computer-based modeling and simulation has been a training staple in the military domain since the first aircraft simulators were adopted. More recently, virtual environments based on modeling, simulation and serious games, have introduced relatively low-cost, yet high value additions to the learning environment. As these virtual environments have proliferated, many researchers have investigated the relationship between theoretical foundations of learning, learner development and content delivery, and applied their findings in an attempt to bolster learning, yet performance deficiencies continue to exist. This study asserts that performance deficiencies exist in part because of insufficient contextually appropriate opportunities to practice.

The thesis examines possible US and Russian policy decisions following the establishment of an Islamist safe-haven in Chechnya. Conflicting national policies affect the possibility of a negotiated settlement. Domestic and international political considerations constrain the decision-making of the two nations. The author applies game theory to examine the sequential decision-making of the two nations. The extensive form model draws outcome payoff values from a bounded uniform distribution. This approach naturally models uncertainty; and, it allows repeated probabilistic instantiations of the model. These instantiations produce a range of solutions.
