Experiences of fires are mediated by energy infrastructures and refracted through social inequality and difference. In California, a state marked by increasingly intense and frequent wildfires, the grid is a source of fire risk, with historically marginalized groups bearing the brunt of exposures to wildfire smoke. Drawing on research conducted by one of the co-authors in collaboration with California’s Karuk Tribe and Blue Lake Rancheria Tribes, this empirically grounded review article expands our understanding of grids. By 2050, Nevada has a statutorily mandated obligation to be a net-zero carbon producer in fulfilling energy production needs from large scale utility services.

The Demotechnic Index (DI) is a non-dimensional metric that is the scalar multiple of energy consumption over and above that required for mere subsistence of a national population. Thus, the DI is a measure of energy efficiency that scales a country’s industrial energy consumption (called the total technological energy) and the energy required to meet the metabolic demand of the population (called the total metabolic energy). This applied research project examines the state of electrical energy infrastructure at Michigan Technological University with special attention to the Athletic Department and reports on the process for energy decisions in both settings. I take a qualitative research approach analyzing University documents and conducting interviews with informants in Athletics Administration, Facilities, and MTU’s Office of Sustainability and Resilience. The disruption exposed the limitations of energy systems that rely on fossil fuels, creating a demand for experimentation of energy alternatives. In their book, Renewables: The Politics of a Global Energy Transition, Michaël Aklin, and Johannes Urpelainen provide a framework to analyze this transitionary period for selected countries, as well as the events that provoke the need for change in the form of the 1970s external shocks in oil prices. “Current infrastructure systems modeling literature lacks frameworks that integrate data visualization and trend extraction needed for complex systems decision making and planning. Critical infrastructures such as transportation and energy systems contain interdependencies that cannot be properly characterized without considering data visualization and trend extraction.

This dissertation presents two case analyses to showcase the effectiveness and improvements that can be made using these techniques. Case one examines flood management and mitigation of disruption impacts using geospatial characteristics as part of data visualization. Case two incorporates trend analysis and sustainability assessment into energy portfolio transitions.

I compare strategies for equity in state-level clean energy standards across the United States. I avoid adopting an explicit definition of equity because I do not attempt to evaluate the impacts of these policies. Rather, I analyze how different states are forging their own definitions of equity within their clean energy policy. Specifically, I present case studies of four early adopters that have championed equity in their clean energy transition. First, New Mexico offers a unique strategy for protecting displaced fossil fuel workers through power plant securitization. The objective of this dissertation is to analyze the economic impact of newly operational ethanol biorefineries on rural counties in the U.S. Midwest region for the period 2001 to 2015 using a quasi-experimental approach. Rapid growth in the ethanol industry expanded the number of ethanol plants located in the U.S. Midwest from 54 in 2001 to 173 in 2015. Out of the counties with 119 new ethanol biorefineries, 97 counties met the general treatment criteria defined in this dissertation, but only 56 of those counties qualified for the rural treatment criteria. This paper describes a novel approach to helping municipal authorities address the sustainable energy challenges associated with rapidly growing urban populations in Sub-Saharan Africa. Population in Africa is expected to double between 2010 and 2040, and substantial urban growth is expected in small and medium-sized cities where local government capacity constraints are most serious. A long-term partnership between municipal authorities, NGOs, and academics can build capacity, and a prescribed strategy can lead to progress on the ground. This dissertation examines the relationship between resource nationalism and energy integration, and uses Bolivia and Brazil as a test case. Essentially, does resource nationalism affect energy integration? The findings nest within more expansive questions on international political economy and export-driven models of development. Why do populist regimes, historically operating under an economic nationalist cum protectionist paradigm, simultaneously pursue policies of economic integration? What is the relationship between resource nationalists and open markets, especially in the hydrocarbons sector? What is the relationship between populists, who are typically resource nationalists, and their decision to choose policies of energy integration?

A New Keynesian framework with endogenous energy production is proposed to investigate the role of monetary policy in addressing disturbances in energy markets. The novelty of the model lies in the endogenous production of energy with convex costs, explicit modeling of goods with different degrees of energy-dependency and sectoral price rigidities. Our analyses prescribe the desirable monetary responses to four types of energy price shocks, highlighting the distinct characteristics of each shock and affirming the need for diverse policy considerations. Given the fundamental role of energy in the economy, the macroeconomic literature contains a large body of work on the impact of oil/energy on the business cycle, with much of the attention focusing on energy supply shocks, mostly modeled as exogenous oil/energy price increases. And yet, the oil price hikes pre-2008 suggest that other shocks to the energy market may be the source of such instance of price disturbances, so that their effects on the economy are no longer predicted by exogenous energy supply shocks. It does so by exploring economic and political developments in three cases: Nigeria as an example of a petro-state established by means of expropriation in the wake of decolonisation; South Africa, a mature mining industry shaped by its settler colonial history; and Mozambique, a new and therefore highly-dependent entrant into the league of significant natural gas producers. There are a series of state and federal incentives in California to encourage the installation of distributed generation (DG) renewable energy, largely photovoltaic (PV). This thesis explores the policies behind the incentives, namely the Federal Investment Tax Credit, California Solar Initiative, and Net Energy Metering requirements. Discussion is informed by environmental policy tools, as well as business models that have acted to increase accessibility to these investment-intensive projects. Underlying this analysis is the theme of a shifting energy paradigm, with distributed generation spreading political, economic, and electric power.
