After The Disaster Guidebook: Designing A Post-Disaster Communication Intervention For Rural Landowners, Channing Bice, Susan Carter
The Journal of Extension
Extension is well-positioned to facilitate communication strategies that foster community resilience and disaster recovery, particularly for rural residents. This paper proposes a new approach to post-disaster communication that strengthens rural community capacities in locally and culturally relevant ways. The findings revealed specific post-disaster information needs, preferences for local resources, and communication that encourages resilience through a document analysis and interviews with informants recovering from the 2020 Colorado wildfires. The practical recommendations discussed serve as a starting point for Extension professionals in other areas to consider ways to engage with their communities before, during, and after a disaster.

Housing recovery, especially for vulnerable populations, can be a challenging process. Questions regarding whether to rebuild damaged housing and whether to restore it to its previous state or to build back better must be answered. In the United States, Long-Term Recovery Groups (LTRGs) play a crucial role in channeling assistance to vulnerable community members as they embark on housing recovery. However, the experiences of LTRGs have been understudied. In the US, the role and importance of voluntary buyout and property acquisition programs (buyouts) as a policy tool to relocate property owners out of flood risk riverine and coastal environments has increased since the 1990s, but how federal and other agencies frame success remains less understood. This review paper uses the case of an early implementation of a buyout program that encompassed a portion of Valmeyer to illustrate how success has been framed, and why.
