Linguists use the concept of discourse community (DC) to describe the speech of groups of people associated by some extrinsic purpose or interest (Swales, 1990). One defining feature of a DC is a shared lexicon. Scriven (1994), in his discussion of evaluation as a discipline, addresses the need for evaluation to have a “core subject” which would then allow, among other things, the development of “concepts and language to deal with core problems,” while noting that there exists a definite lack of clarity of language among evaluators (p. 147). This study highlights the lack of nutrition education material developed for older adults in Kentucky. Such material has great potential to influence the health of older adults (Chernoff, 2001). Cousins and Whitmore proposed a bifurcation of participatory evaluation into the two streams of transformative participatory and practical participatory evaluation (T-PE and P-PE respectively). T-PE stems from a social justice perspective and P-PE has more of a use orientation. T-PE is an underdeveloped evaluation theory with relatively low operational specificity. Over the years, vocational education was transformed into a low track assignment for students, often racial minorities, who were perceived as less intelligent.
