This brief provides an overview of the findings from the 2021- 22 Arkansas Student Discipline Report. We aim to shed light on the significant trends and key student outcomes related to student discipline in Arkansas public schools. Furthermore, we assess the impact of recent policy changes in this context and recommend further policy recommendations to neutralize negative trends.

In this brief, we examine the implementation of A.C.A 6-18-222, a statewide policy in Arkansas that addresses the unexcused absences and course credit. We find wide variability in the policy’s local implementation. We suggest districts examine their thresholds and language in this policy, and implement Early Warning Intervention and Monitoring Systems to improve school culture.

Higher education (HIED) presidents face a wide variety of competing demands and pressures. High emotional intelligence (EI) has been found to be effective in good leadership, but few studies exist which examine HIED presidents’ EI. This quantitative growth model study attempted to expand the understanding of EI and its source of change among HIED presidents. Several conceptualizations link together in this study to better understand HIED presidents’ EI. First, higher EI has been linked to strong leadership and strong communication. This study was designed to assess the extent by which an evidence-based Social-Emotional Learning (SEL) program influenced teachers’ perception of students’ behavior in a small and diverse PK – 8 school district in Westchester County, NY. Specifically, the researcher evaluated the Anchors of Emotional Intelligence and the RULER framework to determine its impact on school climate as viewed from the perspective of staff in the district. Teachers have an important impact on students in the short- and long-term, but only teachers’ experience consistently predicts high teacher quality. This dissertation, divided into three chapters, investigates two topics that are related to teachers’ experience levels: turnover and retirement.

The first chapter studies the relationship between voluntary beginning teacher turnover and teachers’ levels of conscientiousness. It uses the data from the Beginning Teacher Longitudinal Study and the effort that teachers put on a survey taken during their first year in the profession as a proxy for teachers’ levels of conscientiousness. In counselor education and supervision, the term gatekeeping is used to describe the ongoing process of monitoring, evaluating, and remediating a student through their professional identity as a counselor. Gatekeeping is an ethical responsibility of counselor educators and supervisors, both faculty and doctoral-level students who supervise master’s-level students and is often identified as being one of their most difficult responsibilities. University presidents engage in formal and informal communicationthrough multiple modes of communication. While scholars have studied the content and motivations behind presidential communication, this study provides insight into the process that university presidents engage in when crafting public statements. Women remain underrepresented in university presidential positions (American Council on Education, 2017). In this narrative study, eight women presidents of Carnegie Classified public doctoral granting universities were interviewed to understand how they navigated a routeto the position. Findings indicate that perceptions of gender,and opportunities for professional development, complicated the presidential path for women. Also, building leadership capacity was noted as important to sustaining and increasing women leaders in higher education.

Historically, women and non-binary conforming individuals have not held executive leadership positions at U.S. institutions of higher education at the same rate as men. And although the presidency or chancellorship may be the single most powerful executive leadership position in U.S. colleges and universities, no research has examined how new presidents or chancellors are announced to the public through official, institutional websites. This study analyzes a three-year dataset (2016–19) of 443 press releases announcing new presidents or chancellors at U.S. institutions, paying close attention to how press releases differ based on gender. The US has a critical need to produce more STEM graduates and that need is exponentially more critical in Arkansas. Arkansas currently ranks last in the percent of STEM degrees conferred compared to overall degrees awarded. Students intending to pursue a STEM four-year college degree who start at a two-year college are significantly less likely to succeed in earning that degree. Arkansas passed Acts 672 and 182 aimed at strengthening the success of students who transfer from two-year colleges into four-year institutions.
