My honors thesis is a comprehensive overview of the relationship between the COVID19 response of Arkansas’ nine largest school districts on high school students’ Value-Added Growth Scores (VAS). I wrote my thesis on the intersection between districts’ COVID-19 response and the academic success of their students because the COVID-19 pandemic caused a historically significant change in education. The effects of switching from in-person, mask-free learning to virtual, semi-virtual and socially distanced learning certainly affected students’ ability to learn from the educational environment pre-COVID. This research paper aims to investigate associations between education investments and economic growth on the state level. These relationships are measured in terms of two dependent variables: state gross domestic product output and cumulative personal incomes by state. These dependent variables, or indicators of economic growth were selected from previous supportive literature. The present study analyzes publicly available aggregate school finance data reports and aggregate GDP output reports for the year of 2018. Two hypotheses were tested to assess these associations. Little, however, is known about budgetary allocation and decision-making practices involving federal Impact Aid received by military-connected districts as no national guidelines exist to guide the allocation of this funding source. The primary objective of the study is to identify the extent to which the current school choice policy in New Orleans has afforded students in underserved neighborhoods or city planning districts the opportunity to attend quality schools elsewhere in the city. Though all students in New Orleans have access to schools outside their neighborhood, more than two-thirds (68%) of public school students attended a school within their planning district or in the adjacent planning district in the 2011-12 school year. Charter schools are publicly funded schools that are an integral part of the school choice movement, following a market-model of education based on autonomy, competition, and choice. However, charter schools are also mandated to adhere to all laws and regulations in the Individuals with Disabilities Education Act (IDEA) when educating students with disabilities. The education of students with disabilities within the charter school environment can result in policy tensions. This paper will examine the salient issues surrounding special education as it pertains to the state, authorizer, and operator in the areas of transparency, processes, and outcomes.
