ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. The term historically underrepresented refers to people from diverse racial, cultural, linguistic, and economically disadvantaged backgrounds who have been denied access or suffered institutional discrimination in the United States, and according to the U.S. Census includes Blacks/African Americans, Asian Americans, Hispanics, and Native Americans (Artiles et al., 2010). This dissertation explores the academic and social-emotional supports and constraints that impact the literacy learning of highly mobile students in an urban elementary school, utilizing interview, questionnaire, and achievement data from transient students and educational professionals who work with them. It examines a school year of highly mobile student experiences in literacy-learning across a wide range of factors and environments, considering student and educator observations, reflections, and participation, through different schools and across various settings in their current/newest school (in classrooms, at lunch, recess, rehearsals, and specials, working with social or academic service providers, etc.). Diversity has been a major topic in education in recent years. However, often missing from the conversation is consideration of geographic diversity across urban, suburban, and rural school districts. Research shows that geographic place influences educational capacity, opportunities, and trajectories, as well as social life, cultural values, and individual identity. The policy process is influenced by dominant ideologies that tend to problematize rural places and favor the interests of metropolitan places. Interest in the role of non-cognitive skills on successful life outcomes (such as academic performance) has increased in recent years. Policy makers in many countries have prioritized the learning of non-cognitive skills in the school curriculum and training frameworks. Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

This study investigates the legitimacy of policies to import cross-border higher education (CBHE) in the United Arab Emirates (UAE). This study compares two of the UAE’s higher education subsystems – Dubai and Ras Al Khaimah – to understand how higher education stakeholders in the UAE interpret foreign involvement in higher education and investigate how those interpretations contribute to stakeholders’ assessments of the legitimacy of the country’s CBHE policies. The purpose of this study was to explore the impact of school-level factors (physical resources, teachers’ and schools’ characteristics) and system-level factors (delegation of financial authority to public primary schools through Parent Teacher Councils (PTCs)) on two educational outcomes - retention rates to the last grade of primary school and learning outcomes - in the Khyber Pakhtunkhwa (KP) province, one of the least‐developed and conflict-affected provinces in Pakistan.

This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?

Private higher education (PHE) worldwide has been a rapid development in the last several decades. The private sector will continue to grow, diversify and undoubtedly play a significant role in the political economy of higher education.
