The prevalence of mental illness in adolescents is more extensive than in previous years. In schools, social workers have been utilized to address mental health episodes in students, however, they generally do not get involved until the adolescent’s mental health episode is critical and unmanageable without social support. This needs to change. The purpose of this research study is to assess for adolescent’s knowledge of mental illness and mental wellness. This research project focuses on educators’ perceptions regarding implementing a child abuse awareness and prevention program in elementary schools. Participants for this project were teachers who were recruited from an elementary school located in Southern California. This project was completed using a qualitative data gathering method. Interviews were conducted and recorded through a video conferencing software program. The data gathered from the interviews was then transcribed and analyzed. The study found that all the participants were in support of implementing a child abuse awareness and prevention program in elementary schools. Since the 1980s, neoliberal influence has slowly taken over our education system’s vision and purpose. Presently, marketization in schooling has drawn the attention and influence of those of monetary and political power (Bartlett et al., 2002). It was proposed by Eric Lenneberg (1967) in Biological Foundations of Language that implicit first language (L1) acquisition was only possible during a critical period (CP) spanning from infancy to puberty. The critical period hypothesis (CPH) has since been a topic of controversy among L1 and second language (L2) scholars, whose studies have produced varying results that argue for and against a CP. This thesis investigates the intertextuality of language policy, K-12 TESL pedagogies, and EL identity construction in the perpetuation of unjust TESL practices in these contexts. By examining the power structures of English language ideology through critical discourse analysis of recent California language policy, this thesis demonstrates English language teaching’s intrinsically political nature in K-12 education through negotiations and exchanges of power. Currently, sociolinguistic approaches to TESL and second language acquisition acknowledge the value of language socialization teaching methods. Research supports the knowledge that there exist many models on and definitions of school readiness within early education. Additionally, research shows that utilizing developmentally appropriate practices (DAP) produces positive short and long term results for students; indicating the effectiveness and necessity for DAP in the classroom. Common diagnoses have greater emphasis in the Master of Social Work (MSW) Program, yet there is an oversight on other disorders that are just as important to address, such as Reactive Attachment Disorders (RAD). Although researchers have determined a need for additional training and education on RAD, none have measured MSW students’ level of knowledge on RAD and whether or not it influences their perceived preparedness. This study will use a qualitative and quantitative methodology to investigate and analyze if special education departments of school districts and universities are following the federal law in preparing students with learning disabilities to succeed in college. Research indicates universities are not complying with the federal mandates for learning disabled students. This research project will investigate whether or not some school districts and universities are implementing programs consistent with federal law.

This paper is divided into four chapters. Chapter one presents an introduction and overview of the nature of the problem, its significance and implication for public policy, and a presentation of the research design and methodology. Chapter two reviews the historical and legal background of bilingual education policy. Chapter three presents a literature review of bilingual education policy making, and examines the impacts and effects of federal aid in practice. Chapter four provides a summary of survey findings and recommendations for reform of the funding criteria for Title VII ESEA bilingual education grants.
