Many parents in rural areas desire to make a choice for their child to have an education different from what the local TPS can provide, but the choice is not available (McCarthy, 2016, Bagley, Woods, & Glatter, 2001). Communities play a large role in the success of both TPSs and charter schools, especially in rural areas (Johnson & Howley, 2015, Stuit & Doan, 2012). Physical facilities are essential for Idaho public school districts to fulfill their constitutional mandate “to establish and maintain a general, uniform and thorough system of public, free common schools.1 Because these physical facilities cost millions of dollars to construct, a common and prudent means of financing them is to borrow through the municipal bond market. Using a cross-comparative, qualitative case study approach, my research seeks to determine whether the presence of American Indian teachers (passive representation) positively influences educational access and performance of American Indian students in two rural Idaho public school districts located within tribal reservations. One district has representation of American Indian teachers and the other does not. Representation of American Indian teachers is a form of passive representation which the theory of representative bureaucracy suggests should lead to active representation (implementation of culturally relevant curriculum and teaching practices). In an effort to improve the rate at which Idahoans ‘go on’ to postsecondary education, Idaho launched an initiative called Direct Admissions in the fall of 2015. This initiative informed students and their parents that the student had already been accepted to at least six of Idaho’s public colleges and universities, even before the student had applied. Although the students still needed to apply, the letters guaranteed the student a seat at any of the colleges listed in their Direct Admissions letter. This dissertation examines the intersection of high school principals and college and career readiness initiatives in five high school contexts. Because school principals are responsible for setting the vision in a school, college and career readiness initiatives have the potential to overlap significantly with the principal’s direction of the school.
