Students in rural communities are often subject to unique barriers and challenges that impact their holistic emotional, cognitive, physical, and social success in school. Because these factors have a strong impact on school attendance, behavior, and overall success, educators have begun to implement social work programs within both rural and urban school districts across the nation. This study examined State Education Agency (SEA) efforts to scale up Positive Behavioral Interventions and Supports (PBIS) implementation across K-12 public schools within the United States of America. The researcher used archival data to determine percentages of school within each state currently implementing PBIS and a survey method to determine each state’s status regarding standards of PBIS implementation and variables of leadership capacity. The survey instrument was the State PBIS Implementation and Leadership Survey (SPILS). The purpose of this project is to assess the implementation process of PBIS in rural, consolidated school districts in southern Minnesota. The ideals of PBIS are in line with GFW Schools mission to foster lifelong learners in a caring environment. GFW schools aspire to promote positive social and emotional behavior and provide all students with a quality education to prepare them for future educational experiences. The recommendations from this project will inform the implementation of PBIS in the GFW School District, which is occurring in the 2014-2016 academic years.

The social problem being addressed through this project includes several challenges faced by our nation's schools, namely increasing numbers of disciplinary referrals, suspensions, and expulsions (Marchant, Anderson, Caldarella, Fisher, Young,Young, 2009). Further research states that "more and more children entering school are unprepared to learn, unable to cope with the social tasks involved in making friends and getting along with others, and unaware of their negative social effect on others," (Marchant et al., 2009, p.131).
