ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. The term historically underrepresented refers to people from diverse racial, cultural, linguistic, and economically disadvantaged backgrounds who have been denied access or suffered institutional discrimination in the United States, and according to the U.S. Census includes Blacks/African Americans, Asian Americans, Hispanics, and Native Americans (Artiles et al., 2010). This dissertation explores the academic and social-emotional supports and constraints that impact the literacy learning of highly mobile students in an urban elementary school, utilizing interview, questionnaire, and achievement data from transient students and educational professionals who work with them. It examines a school year of highly mobile student experiences in literacy-learning across a wide range of factors and environments, considering student and educator observations, reflections, and participation, through different schools and across various settings in their current/newest school (in classrooms, at lunch, recess, rehearsals, and specials, working with social or academic service providers, etc.). This exploratory study utilizes a qualitative, ethnographic approach to locate and contextualize Latino/a Artist Educators (LAEs) in Miami, Florida. Foundational and cutting-edge, it brings together many distinct perspectives to illuminate the power and promise of a newly imagined yet group of individuals to build and sustain alternative democratic spaces. Building on critical educators Paolo Freire, bell hooks, Henry Giroux and Howard Zinn, as well as extending the framework of critical theorists Gloria Anzaldúa, Cornel West and others, this research begins to sketch the influence of the LAEs interviewed in Miami from 2003-2013. Most countries, developing as well as developed, have adopted some type of quality assurance mechanism. Argentina is neither an island nor an outlier in higher education reforms in general, and it not when it comes to graduate program accreditation in particular. This study explores the way higher education institutions, as examples of autonomous organizations, respond to a new set of regulatory policies. My specific core interest is to discover what types of responses graduate programs give to compulsory accreditation. The study incorporates analysis from the regulatory and the higher education literature, theories and findings.

This case study provides a thick description and conceptual analysis of the organization of community members for collective impact in a rural cradle-to-career network. This study focused on three intersecting areas: mobilization of network members; the development of shared issue frames, or common understandings of local needs; and the emergent theory of change held by network members.

This study investigates the legitimacy of policies to import cross-border higher education (CBHE) in the United Arab Emirates (UAE). This study compares two of the UAE’s higher education subsystems – Dubai and Ras Al Khaimah – to understand how higher education stakeholders in the UAE interpret foreign involvement in higher education and investigate how those interpretations contribute to stakeholders’ assessments of the legitimacy of the country’s CBHE policies. The purpose of this study was to explore the impact of school-level factors (physical resources, teachers’ and schools’ characteristics) and system-level factors (delegation of financial authority to public primary schools through Parent Teacher Councils (PTCs)) on two educational outcomes - retention rates to the last grade of primary school and learning outcomes - in the Khyber Pakhtunkhwa (KP) province, one of the least‐developed and conflict-affected provinces in Pakistan.

Response to Intervention (RtI) is a prevention-oriented approach to helping all students succeed academically. It is a framework that, when applied properly, influences all decision-making within a school building and/or district. Currently, most American school districts report using an RtI framework. Specifics regarding implementation, however, are unknown at this time. Given that RtI is a systems-wide approach which is philosophically disparate from traditional ways of viewing students struggling academically, it has the potential to shift traditional school psychological roles. As our nation has become more aware of severe, yet usually rare, crisis events in schools, the need for crisis planning is more evident. Although the severity of crises can differ greatly (e.g., school shooting versus physical assaults), crisis preparedness is an essential component of schools' responsibilities in order to effectively respond to a variety of situations. A total of 70 participants, from multiple states across the United States, completed an online questionnaire about demographic characteristics, resources for school crisis planning, and training on crisis topics. Prompted by frequent media reports of school fraud and a lack of relevant K-12 literature, this research study was designed to investigate current fraud prevention practices in public school districts in New York State. Using a "fraud triangle" model, an analysis of existing legislation and professional practice guidelines reveals that an integral element is being overlooked in current fraud prevention efforts, namely employee attitudes (more formally rationalization).

This Master's project explores education's impact on socio-cultural and economic reproduction in Juticalpa, Honduras. Utilizing comparative analysis, I investigate the education system in Juticalpa employing a public, private, and a nonprofit school as analytical lenses to illustrate how schools reproduce certain existing inequalities and create new ones in this city. Parents of students in special education have greater barriers to parent involvement than parents of students in general education. Little is known, however, about the factors that facilitate or impede involvement practices for this group. This study investigated the extent to which the motivational factors from Hoover-Dempsey and Sandler's (2005) Model of Parent Involvement (i.e., Parent Role Activity Beliefs, Parent Efficacy, General School Invitations, Specific Teacher Invitation, Specific Child Invitations, Perceived Knowledge and Skills, and Perceived Time and Energy) predicted the Home-Based, School-Based, and Special Education Involvement of 177 parents of students in special education. This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?
