Cigarette Taxes And Illicit Trade In Europe Online Appendix, James Prieger, Jonathan D. Kulick

Cigarettes are highly taxed in Europe to discourage tobacco use and to fund public-health measures to mitigate the harms from tobacco consumption. At higher prices some consumers substitute more toward illicit cigarettes. We find that raising prices in any one country would lead to substantial increases in the expected illicit market share and volume in that country. This appendix contains more complete information about the data and additional regressions to which the article published in Economic Inquiry (and also available in earlier form as School of Public Policy Working Paper 60) refers.

There are significant differences in the economic growth trajectories of Western, Central and Eastern Europe since the beginning of the democratic movements of the early 1990s. It may be observed that the more developed the region, the lower the growth rate. There are a number of explanations for this growth rate variance, e.g. cultural, resources, institutional and/or political. An explanation this research is pursuing is institutional - the correlation between banking development and economic growth. More specifically, does banking development have a greater impact on growth where economic development begins at a lower level?

Tax extraction in Qing China was low relative to Western Europe. It is not obvious why: China was much more absolutist and had stronger rights over property and people. Why did the Chinese not convert their absolute power into revenue? We propose a model, supported by historical evidence, which suggests that i) the center could not ask its tax collecting agents to levy high taxes because it would incentivize agents to overtax the peasantry; ii) the center could not pay agents high wages in return for high taxes because the center had no mechanism to commit to refrain from confiscating …

The Impact Of Education On Political Ideology: Evidence From European Compulsory Education Reforms, Andrew G. Meyer

Previous research documents a correlation between education and political ideology, usually indicating a positive relationship between education and left-wing political views. In this paper, I examine to what extent this association is causal. I merge political ideology data from 25 waves of Eurobarometer surveys with information on 18 educational reforms in 11 European countries. I then instrument for educational attainment with a regression discontinuity design that estimates the increase in education due to compulsory educational reforms. Globalization theorists show how downward pressure to compete and/or

save costs in global markets will lead producers and consumers to source

goods and services in the cheapest and most efficient manner. However, in

certain sectors, such as the defense industry, security concerns and politics

can overshadow economic logic when it comes to making procurement

decisions. These political and security concerns keep the U.S. defense

industry from using the most cost-effective supply chains and

manufacturing centers, whereas in Europe, post-Cold War socioeconomic

and political realities allowed for more transnational cooperation on
