Modeling Negotiations Over Water And Ecosystem Management: Uncertainty And Political Viability, Rachael E. Goodhue, Susan Stratton Sayre, Leo K. Simon

We present a modeling approach for generating robust predictions about how changes in institutional, economic, and political considerations will influence the outcome of political negotiations over complex water-ecosystem policy debates. Evaluating the political viability of proposed policies is challenging for researchers in these complex natural and political environments; there is limited information with which to map policies to outcomes to utilities or to represent the political process adequately. Our analysis evaluates the viability of policy options using a probabilistic political viability criterion that explicitly recognizes the existence of modeling uncertainty. This report examines the great progress made in availability and adoption in the broadband market over the past few decades and shows how Californian residents and businesses have come to use broadband widely. The policy issues involved with continuing the tremendous strides already made are discussed, along with recommendations for policy-makers.

Since the 1996 voter approval of medical marijuana laws in California, marijuana policy has become increasingly liberalized. Producers, however, have remained in the greyest of grey market zones. Federal anti-drug laws and supply-side tactics have intensively targeted them even as marijuana has become more licit. In this legally unstable environment, marijuana patient-cultivators and underground producers have articulated and asserted themselves politically and economically, particularly as the likelihood of full legalization has increased. This dissertation explores how producers navigated the nebulous zone between underground and medical markets. As an increasing number of homeowners decide to take advantage of distributed renewable resources such as rooftop solar, we may need to rethink the current regulatory paradigm and governance structure of the electric market. This thesis examines the shortcomings of current net metering programs in California. While the current Net Metering 2.0 proceeding highlights a clash of solar advocates and electric utilities, it is in fact revealing an underlying structural flaw that has been present all along. The Impact Of Nurse Turnover On Quality Of Care And Mortality In Nursing Homes: Evidence From The Great Recession, Yaa Akosa Antwi, John R. Bowblis

We estimate the causal effect of nurse turnover on mortality and the quality of nursing home care with a fixed effect instrumental variable estimation that uses the unemployment rate as an instrument for nursing turnover. We find that ignoring endogeneity leads to a systematic underestimation of the effect of nursing turnover on mortality and quality of care in a sample of California nursing homes. Specifically, 10 percentage point increase in nurse turnover results in a facility receiving 2.2 additional deficiencies per annual regulatory survey, reflecting a 19.3 percent increase. In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Non-ad valorem assessments on property are a fiscal innovation born from financial stress. Unable to raise property taxes due to limitations, many localities have turned to these charges as an alternative method to fund local services. In this paper, we seek to explain differential levels of non-ad valorem assessment financing through the analysis of property tax records of a large and diverse set of single family homes in California. We theorize that assessments, as opposed to other forms of taxation, will be used when residents hold anti-redistributive preferences.
