This publication analyzes the impact of publicly owned conservation lands on employment and population growth in the Northern Forest region, defined for the purposes of this study as a group of 92 non-metropolitan counties stretching from Maine to northern Minnesota. The principal objective is to determine if there is a systematic relationship between the share of the land base in public conservation uses and employment growth and net migration rates in Northern Forest counties. The main finding is that public conservation lands had little effect on the growth of local economies over the period 1990 to 1997. Net migration rates …

Schultz illustrates the deficiencies of theories that purport to show that markets alone can provide the basis for efficiency. He argues that markets are not moral-free zones, and that achieving the economic common good does indeed require morality. He demonstrates that efficient outcomes of market interaction cannot be achieved without moral normative constraints and then goes on to specify a set of normative conditions that make these positive outcomes possible.

Altruistically Inclined? examines the implications of recent research in the natural sciences for two important social scientific approaches to individual behavior: the economic/rational choice approach and the sociological/anthropological. It considers jointly two controversial and related ideas: the operation of group selection within early human evolutionary processes and the likelihood of modularity—domain-specific adaptations in our cognitive mechanisms and behavioral predispositions.

Experimental research shows that people will often cooperate in one-shot prisoner's dilemma (PD) games and reject positive offers in ultimatum games, contradicting commonly accepted notions of rationality. Thomason, Schmidle, and Burton make use of a unique data set to delve into how insurance arrangements affect several objectives of the workers' compensation (WC) program. They underscore the effects of deregulation and other changes in WC insurance pricing arrangements by performing empirical analyses that use state-specific cost, benefit, and injury data from 48 states for 1975-1995.
