Base Closure Impacts And The General Effects Of Military Installations On Local Private Employment, Patrick E. Poppert

This empirical study explores the general effects of military installations on local employment, and the special case of closure under the Base Realignment and Closure (BRAC) proceedings of 1988, 1991, 1993, and 1995. Employment impacts are modeled in a partial adjustment construct, and both random and fixed effects specifications of the disturbance term are evaluated. The analysis also includes both levels and changes forms of the model. The latter approach facilitates decomposition of defense personnel changes into its positive, negative, and BRAC related components. Public lands designated as part of the National Wilderness Preservation System are removed from multiple-use management for protection of their natural condition. Opponents argue that "locking up" the natural resources on these lands through designation will undermine the rural economies in the west that are dependent upon extractive industries such as mining and logging. Proponents argue that the "Old West" reliance on extractive industries is declining and, in the "New West", wilderness promotes economic development in rural communities by preserving the amenity values that draw population and employment to the region. The Tenants Purchase Scheme (TPS), the public housing privatization programme, which commenced in the first quarter of 1998 in Hong Kong, has received much attention from urban economists. However, few empirical studies have been carried out to examine its impact on the housing market and the entire economy. This study uses time-series regression analysis to distinguish the effect of the Asian Financial Crisis (AFC) from that of the TPS on the transaction volume and the real transaction value in the second-hand HOS market (focusing on the HOS free market), the secondary property market, and the overall property market. 中國是一個發展中國家,同時又處於由計劃經濟向市場經濟轉型的過程,其改革代表著「金融深化」(Financial Deepening) 的發展。本文首先扼要闡釋中國的金融體制改革與金融深化的理據和實況,接著再詳細探討中國銀行在金融及外匯改革之下其業務的特徵及轉變。

在中國金融改革的過程中,中國銀行的管理體制及其營運方式與中國政府的經濟政策依然保持著一定的「轉型期」關係。這明顯反映於中國銀行的資產負債結構和其營運效率指標之上,如盈利率與資本充足率等。經過二十多年的改革,中國銀行仍然未能完全擺脫政府的融資計劃的影響;在發展商業業務的同時仍然或多或少地執行著政府的政策性業務;基本上仍扮演著一個「發展銀行」 (Development Bank) 的角色和功能。

純粹從微觀經濟的角度來分析,中國銀行的這種「雙重」性格,難免在一定的程度上削弱了其風險、流動性和盈利性管理的能力和意識,並減低其經營效率和整體實力。這種矛盾明顯可見於大陸的中國銀行總行及香港分行兩者間的差異。大陸中國銀行的這些弱點在中國加入世界貿易組織之後,因為外資銀行的競爭與挑戰將更形突出。這將帶動政府對整個銀行體制進行進一步商業化[的改革與調整,包括銀行資產重組及利率自由化等措施。

The Economic Cost Of Depressive Disorders: Evidence From A Large Midwest Public University, Alketa Hysenbegasi

This dissertation aims to estimate the total cost of depression and the benefits of its treatment per diagnosed depressed student in Western Michigan University. To accomplish this, first, I measure the overall impact of depression and the effectiveness of its treatment on the student school performance. The empirical evidence show that diagnosed depression decreases student GPA by 0.48 points (almost a half grade), but this impairment is reduced by treatment about 0.43 points. Further, I develop and validate different measurements of student school performance and I observe that the negative effect of diagnosed depression and the positive effect of treatment …

This research will analyze the Egyptian external debt, and its effect on the budget deficit and how the external debt could be rolled. We will see the government's policies, and how it affected the economy. The Gulf War had its effect in rescheduling and canceling some debt. Alternatives of deficit financing to prevent borrowing will be discussed. Thomas Sargent and Neil Wallace have introduced a model by which the government can meet its debt problem. In this paper, I intend to expand upon Mastanduno's ground-breaking inquiry by analyzing the motivating factors behind the behavior of the United States in its attempt to establish and maintain an international intellectual property rights regime. The international intellectual property rights system, established at the 1994 Uruguay Round of GATT, represents an international agreement with unprecedented reach into domestic state affairs. The structure of school finance regimes in the United States has been a subject of much political and legal debate over the past three decades. Court rulings have required many states to restructure school financing methods in order to pursue some concept of equality. Achieving equality of spending is, of course, a simple matter. Developing a funding mechanism that provides for equality of educational opportunity. however, is difficult since such a system, by definition, must allow for cost differences across schools and districts.

An Investigation Of The Association Between Auditor Switching And Negative Information, Michael Morris Grayson

This study investigates the premise that certain types of negative information are associated with auditor switches. A data set of 305 auditor switches from 1976 to 1994, extracted from the Compustat data base (limited subscription), was analyzed using tests of proportions and nonparametric sign tests. The data set consists of negative information extracted from the switching companies' income statements (i.e., net losses or extraordinary items) or calculated from the items extracted (i.e., net income adjusted to reverse the effect of extraordinary items).

The purpose of this study is twofold. The first objective is to conduct an empirical inquiry into the diversification benefits of exchange-traded funds. The second objective is to examine whether exchange-traded funds exhibit superior performance compared to their rival closed-end country fund and traditional index mutual fund. I document that American investors manifest their preference for WEBS as a substitute for closed-end country funds. While I find that WEBS satisfy their objective of following their home indexes better than their rival closed-end country fund, the two-factor model I employ indicates that, despite some diversification benefits, WEBS also maintain certain risk …

This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

The impact of restructuring in the manufacturing sector of Kitchener, Ontario has been felt in many ways. For those who were displaced, the alternatives for re-employment were limited. In some cases, workers have turned to self employment and small firm creation as a source of income. This paper applies Mundell's criteria of Optimum Currency Areas to Iceland. The three criteria examined are: the openness of Iceland with the European Monetary Union, the symmetry of shocks in Iceland and the European Monetary Union, and the wage flexibility and labor mobility of Iceland. In all three cases it is found that Iceland should be in the European Monetary Union. This paper then discusses three possible exchange rate arrangements for Iceland, which are keep their current exchange rate system, adopt the euro, and join the European Monetary Union. This dissertation, through an historical study, attempts to give the reader a clear depiction of different types of investment strategies. The four diverse investment strategies, as compared to the Optimal Strategy, were tested from December 1, 1997, through January 30, 2001 Three years of daily closing price data was obtained and utilized within a simulated model. Ten stocks, from ten diverse sectors, listed on the S&P 500 as well as the National Association of Investment Clubs (NAIC) 1999 Individual Investor's Top 100 Index, were analyzed and evaluated for each investment strategy over the duration of the study. Reverse mortgages are loans against home equity that do not have to be repaid until the borrower moves, sells the home, or dies. The loans generally are available only to older homeowners, usually aged 62 or over. This paper explores whether demand for reverse mortgages is influenced by the strength of area’s family and community ties. One type of reverse mortgage is analyzed: the FHA-insured Home Equity Conversion Mortgage (HECM). Several researchers have estimated the potential demand for reverse mortgages.
