Unify, Regionalize, Diversify: An Economic Development Agenda For Nevada, Mark Muro
Unify, Regionalize, Diversify: An Economic Development Agenda For Nevada, Mark Muro
Brookings Mountain West Publications
Nevada stands at a crossroads, yet it appears ready to remap its future.
Silver Staters sense that the current economic slump has not been just a temporary reversal but a challenge to the state’s traditional growth model—one that has revealed an economy over-dependent on consumption sectors, prone to booms and busts, and too little invested in innovation and economic diversification. And yet, for all that Nevadans have been early to recognize that the current slump will beget, in some places, innovation and renewal, and in other places erosion—and so requires action.
To that end, this report draws on an intense …

This report describes trends which occur between 2007 and 2010, the most recent year for which data are available. The essay distinguishes between those that take place in the “recession period” (from the peak of the economic cycle in 2007 to the start of economic recovery in 2009) and the “recovery period” (from 2009 to 2010).

Mountain Monitor-2nd Quarter 2011, Mark Muro, Kenan Fikri
Mountain Monitor Quarterly
Data through the second quarter of 2011 raise new questions about the pace and certainty of recovery in the Intermountain West. Even places like Denver, Colorado Springs, and Ogden—which only suffered mild setbacks in the early quarters of the recession—have stagnated in the wake of the nation’s worst economic slump since the Great Depression. Output and employment increased hesitantly in eight of the 10 major metros of the Intermountain West in the second quarter while the housing market slumped to new lows everywhere.

Eminent Domain And Racial Discrimination: A Bogus Equation, J. Peter Byrne
Eminent Domain And Racial Discrimination: A Bogus Equation, J. Peter Byrne
Georgetown Law Faculty Publications and Other Works
This paper is a transcript of testimony by Professor J. Peter Byrne before the U.S. Civil Rights Commission on August 12, 2011.
This hearing addresses claims that the use of eminent domain for economic development unfairly and disproportionately harms racial and ethnic minorities. These claims draw on the history of urban renewal prior to the 1960’s, when many African Americans and others were displaced by publicly funded projects that bulldozed their homes in largely failed attempts to modernize cities. Justice Clarence Thomas’s dissent in Kelo v. City of New London further argued that the use of eminent domain for economic …

The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. The IRC program and the MEP are charged with helping manufacturing in general, and small to midsized manufacturers in particular, improve their competitive position. The IRC program uses the outcomes from these assessments to think about the challenges their constituents face due to rapid evolution in the globally competitive …

Diamonds In The Rubble: The Women Of Haiti—Institutions, Gender Equity, And Human Development In Haiti, Tonia Warnecke, Andrew Padgett
Student-Faculty Collaborative Research Publications
Although Haiti's 2010 earthquake brought to light the inconceivable poverty existing in the Western Hemisphere, Haiti's struggle for economic development long pre-dated that earthquake. One problem in Haiti is the high level of gender inequity, and we argue that human development theory is the best mode for change. We provide a brief background of Haiti's economic development over the last several decades, along with the status of women's rights and gender-differentiated socioeconomic outcomes. We analyze the ways that policy neglect of gender equity in Haiti has contributed to failed economic development in the past. Finally, we identify ways that other …
Will Work': The Role Of Intellectual Property In Transitional Economies -- From Coal To Content, Megan M. Carpenter
Will Work': The Role Of Intellectual Property In Transitional Economies -- From Coal To Content, Megan M. Carpenter
Law Faculty Scholarship
The development and exploitation of intellectual property, and participation in the global information economy, are not dependent upon geography. It can take place from anywhere, from the inside of an empty factory in Detroit, to a small country road, nestled between the rhododendron and the river. From the R&D lab at a university, to a barren plain in New Mexico. To move from coal to content, we must foster a dynamic and profitable environment for entrepreneurship, through a supportive and robust university community, through state legislation and institutional support and through effective utilization of intellectual property laws. Intellectual property and …
