The productivity advances generated from lean manufacturing are self-evident. Plants that adopt lean are more capable of achieving high levels of quality, shorter lead times, and less waste in the system. While it seems logical that higher levels of productivity and quality, as is common in lean companies, should result in positive financial performance, the research community has failed to establish the financial profitability of lean. Cost growth is a problem in U.S. Department of Defense (DoD) acquisitions. A particular component of cost growth is a cost overrun or Over Target Baseline (OTB). In 2009, Trahan found that the Gompertz growth curve better predicted program Estimates at Completion (EAC) for OTB contracts. In 2010, Thickstun studied “the relationships between overruns and a variety of factors,” but found OTB occurrences “random” and questioned the benefit of the OTB process (Thickstun, 2010). Natural fibers have received attention in recent years because of their minimal environmental impact, reasonably good properties, and low cost. There is a wide variety of natural fibers suitable for composite applications, the most common of which is flax. Flax has advantages in tensile strength, light weight, and low cost over other natural fibers. As with other natural and synthetic fibers, flax is used to reinforce both thermoset and thermoplastic matrices. When flax is used in thermoplastic matrices, polypropylene and polyethylene are the main resins used. Although at first glance flax may seem to be a cheaper alternative to fiberglass, …

A radiological dispersal event (RDE) is the result of a Radiological Dispersal Device (RDD) or a dirty bomb. An RDD is a low‐yield conventional bomb surrounded by radiological material (RM) such as Cesium‐137 or Cobalt‐60. Upon detonation, the blast of the conventional explosive is designed to spread the RM over a wide area. The RM will then be inhaled or ingested by people, or otherwise absorbed into the environment. An RDD is an affordable, feasible, and economically devastating option for terrorist groups. Cost estimators use a variety of methods to develop estimates at completion (EACs) and new methods continue to be developed. Research has shown there is no best method for computing EACs for all acquisition contracts. However, some methods perform better under specific circumstances. In 2009, Captain Trahan investigated the use of a Gompertz growth model for developing EACs. She found that this method is more reliable for Over Target Baseline (OTB) contracts than the standard indexed based approaches.
