This paper conducts a study of the relative effectiveness of the Home Affordable Modification Program (HAMP) - the primary federal mortgage loan modification program - from early 2009 through 2016. It evaluates U.S. Treasury Department and other data sources, and reviews the recent literature on the relative success of the program. The analysis suggests that HAMP’s success rate in modifying mortgage loans was likely constrained by its voluntary design, a structure that enabled lenders and servicers to prioritize the interests of investors in assessing the risks of modification. The increasing cost of electoral campaigns raises the need for effective campaign planning and a precise understanding of the return of such investment. Interestingly, despite the strong impact of elections on our daily lives, how this investment is translated into votes is still unknown. By performing data analysis and modeling, we show that top candidates spend more money per vote than the less successful and poorer candidates, a relation that discloses a diseconomy of scale. We demonstrate that such electoral diseconomy arises from the competition between candidates due to inefficient campaign expenditure. Our approach succeeds in two important tests. First, …

Background

Excess calorie consumption and poor diet are major contributors to the obesity epidemic. Food retailers, in particular at supermarkets, are key shapers of the food environment which influences consumers’ diets. This study seeks to understand the decision-making processes of supermarket retailers—including motivators for and barriers to promoting more healthy products—and to catalogue elements of the complex relationships between customers, suppliers, and, supermarket retailers.

This paper empirically analyzes the effects of immigration on the schooling decisions of natives. We employ household-level data for Spain for years 2000-2015, a period characterized by high economic growth and large immigration that was halted by a long and severe recession. Our estimates reveal that increases in immigrant density at the school level triggered an important native flight from tuition-free, public schools toward private ones. We also find strong evidence of cream-skimming as more educated native households are the most likely to switch to private schools in response to immigration. During the fiscal crisis of the 1970s, New York City imposed deep budget cuts on the three library systems: the New York Public Library, the Brooklyn Public Library, and the Queens Borough Public Library. As the city cut budgets, the public demanded that libraries be kept open, and elected officials struggled to do both. The Queens Library’s staff was reduced from over 1,100 to barely 700, with branches open only two or three days a week, with one staff serving both. Economics and ethics have been linked since the days of Adam Smith, but this connection became tenuous after the formalization of economic theory in the twentieth century, the success of which in academia, government, and business serves to insulate it from ethical critique. Nonetheless, a field of “economics and ethics” has developed to restore this connection, albeit in two directions with disparate methodological approaches: one applying mainstream economic theory, primarily based in utilitarian ethics, to topics of ethical concern, and the other incorporating alternate forms of ethics, such as deontology and virtue ethics, to enrich economic analysis.

We use adaptive cycle theory to improve the understanding of cycles of urban change in the city of Barcelona, Spain, from 1953 to 2016. More specifically, we explore the vulnerabilities and windows of opportunity these cycles of change introduced in the release (Ω) and reorganization (α) phases. In the two recurring cycles of urban change analyzed (before and after 1979), we observe two complementary loops. During the front loop, financial and natural resources are efficiently exploited by homogenous dominant groups (private developers, the bourgeoisie, politicians, technocrats) with the objective of promoting capital accumulation based on private (or private-public partnership) investments. …

We empirically examine the effect of Uber's presence on the demand for medallion taxi trips in New York City. We estimate the percent change in number of Yellow and Green cab trips given a one percent change in number of Uber rides - the elasticity- using rainfall as an instrumental variable. City­ wide, Uber rides supplement, rather than replace, Yellow and Green cab rides. For Yellow cabs, this result is powered by the area of Manhattan below 110th street; however during the morning rush only, Uber rides replace Yellow cab rides there.
