This dissertation studies the market for higher education and impacts of higher education policy on the market. In the first chapter, I estimate the short-run elasticity of supply of higher education using the rollout of state merit grant programs as plausibly exogenous variation in student demand for in-state higher education. I find that public and private not-for-profit four-year institutions have elastic supply responses to these programs. Public institutions have an estimated elasticity of 2.1 and private institutions have an estimated elasticity of 1.34. This dissertation looks at the role that various macroeconomic shocks have on the economy through the lens of both macro- and micro-economic perspectives. In the macro realm, I examine the importance of how researchers measure shocks; functional shocks reveal information latent in scalar shocks. From the micro point of view, I examine the impact of a change in national tax policy.

My dissertation consists of three papers on the response of various economic indicators to crude oil shocks. In the first paper, I investigate the Western Australian gasoline market for asymmetric responses in gasoline prices to changes in input costs, otherwise known as the rockets and feathers hypothesis. This theory states that after a positive cost shock, firms will swiftly increase their retail prices to consumers; after a decrease in input costs, however, they take longer to adjust and lower prices. This dissertation consists of three essays understanding how the Child Tax Credit (CTC) affects maternal labor supply, maternal health, and children’s outcomes. The CTC was implemented in 1998 tax year and has been expanded multiple times throughout the past 20 years. Chapter 1 examines the effect of the CTC on the labor supply of single and married mothers using the numerous policy reforms in the credit generosity and eligibility criteria since its inception in 1997. The first paper applies the gravity model of international trade to quantify the impact of the banking sector and the stock market on bilateral trade patterns. Following the study of capital structure, I evaluate the mix of external financing sources used for real investment at the macroeconomic level by differentiating between the relative roles of the banking sector and stock market development in determining trade patterns. My dissertation consists of three essays that study the economic consequences of China’s high-speed rail (HSR) expansion.

In the first essay, I use the college admission cutoff scores to reveal students’ college preferences under the enrollment quota. By exploiting the quasi-experimental variation in whether or not college cities are connected by the HSR network, I document a two-point increase in the cutoff scores following a HSR station opening in the college city using difference-in-difference (DD) approach. Colleges in the megacities experience a larger increase in cutoff scores after the station opening. These findings suggest that the HSR network stimulates “brain …

Essay 1 and Essay 2 investigate the effects of Medicaid expansions on substance-use outcomes. Essay 3 examines the impacts of school reopenings in Texas on COVID-19 and mobility outcomes.

Essay 1 studies the effect of the Affordable Care Act Medicaid expansion. Using State Drug Utilization Data 2011-2017, I find that the Medicaid expansion is associated with an increase of 40-60 Medicaid-paid opioid prescriptions per 1,000 people aged 19–64. My dissertation consists of three essays on export earnings volatility. In the first essay, I look at the determinants of export earnings volatility. The four main determinants suggested by the theoretical literature are export concentration, durability, vertical linkages, and financial vulnerability. A panel of bilateral trade data at the industry level, containing 178 exporting countries, 194 importing countries, and 590 SITC Rev. 1 four-digit industries from 1962 to 2011, is used and these aspects are incorporated to empirically examine their effects on export earnings volatility. The first essay empirically evaluates domestic facilities' environmental response to Chinese import competition in the United States (US) manufacturing sector from 2000 to 2010. Using facility-level data on chemical emissions and employing an instrumental variables approach, the paper finds that industry/regional exposure to increased import competition had very little impact on the environmental decisions of domestic facilities.

Occupational choice at the margin depends on both the incentives for entry and barriers to entry. The primary entry barrier determined by regulation is an occupational license. These are government laws determining the minimum qualifications to enter an occupation including education, testing, fees, and background checks. These regulations are currently enforced on 25% of the US labor market. The laws are crafted to protect consumers from unsafe goods and services but also have important consequences in labor market outcomes. Using the Health and Retirement Study Panel core files from 1996 to 2014, I analyze how Medicare Part D impacted access to prescription drug coverage by various demographic factors such as race, gender, and income. In Chapter 1, I find the highest take-up rates for those who were white, female, and with higher incomes. However, increases in coverage were high across the board, such that Medicare Part D also improved drug insurance coverage for those who were black, male, and with lower income. Chapter 1 shows that there is a negative relationship observed between sanctions and civil liberties in the target country, which is driven by how exposed the target country's trade was to the sanctioning countries. Using a fixed panel regression covering 160 countries from 1972-2005, it is found that import exposure to the sanctioning countries drives this negative relationship, with every percentage point of import exposure reducing the inverted FHI freedom score by 0.165 points. This implies that restricting imports to a country that promotes an oppressive response by the targeted government.

This dissertation explores the effects of factors such as industrial policy and listing on the stock market on manufacturing firms’ profitability and productivity.

The second chapter investigates the effect of industrial policies on misallocation using a rich data-set of Chinese firms. Using a difference-in-difference approach, I provide evidence that government policies (i.e. the 10^th Five Year Plan) favoring particular industries lead to increased misallocation (i.e., an increase in the dispersion of revenue productivity across firms in four-digit industries). This dissertation analyzes the men's razor market to examine whether a monopolist can implement price discrimination for the complementary goods. I estimate a demand system for razors using the random coefficient logit model with market level sales data from the Nielsen Store Scanner dataset and individual demographic data from the March CPS. The estimated parameters are used to construct price-cost markups. By comparing the markups of different products, I find evidence that Gillette uses a two-part tariff strategy. This conclusion can be generalized as that of a monopolist setting the prices of tie-in products consistent with a two-part tariff.

While the long run productivity of federal highway infrastructure spending has been well researched, their short run effects and effects on income inequality. This dissertation explores those under-researched unconventional effects.

In the first chapter, I investigate the effects of federal infrastructure grants on income inequality. I find that grants reduce inequality in both recipient and neighboring states. The reduction is driven by greater income among the bottom three income quintiles. I explore two mechanisms using person level data and find that the reduction in inequality is attributable to higher income for low-skilled workers and workers working in low-skilled industries.
