Association Of Diabetes Prevalence With Labor Force Participation Rates In Kentucky Counties, Ryan Montgomery
Association Of Diabetes Prevalence With Labor Force Participation Rates In Kentucky Counties, Ryan Montgomery
MPA/MPP/MPFM Capstone Projects
Compared to other states in the USA, Kentucky has one of the highest rates of diagnosed diabetes and one of the lowest levels of labor force participation. This project employs a multivariable linear regression model to estimate the correlation between county-level diabetes prevalence and county-level labor force participation rates in Kentucky counties from 2015-2019, using publicly available data from the Centers for Disease Control’s Behavioral Risk Factor Surveillance System (BRFSS) and the U.S. Census Bureau’s American Community Survey (ACS). Labor force participation rates serve as the dependent variable and diabetes prevalence rates serve as the primary independent variable, alongside nine …
Analysis Of The Performance Of The Korean Government’S R&D Subsidy For Small Businesses, Soonjae Kwon
Analysis Of The Performance Of The Korean Government’S R&D Subsidy For Small Businesses, Soonjae Kwon
MPA/MPP/MPFM Capstone Projects
Investment in Research and Development (R&D) is one of the most significant governmental activities. Many countries including Korea continue the R&D investment in various fields such as defense, environment, and medical care. In addition, the Korean government has a plan to significantly expand R&D investment for small businesses because the growth of small businesses is considered as an important factor for economic development such as new job creation. Since the government budget is a finite resource in which various departments compete for the budget, the budget increase of a program can be justified when the government grants lead to better …

Municipal Responses To The Shifting Environment Of Shopping Mall Retail, Paul Kleier Iii
Municipal Responses To The Shifting Environment Of Shopping Mall Retail, Paul Kleier Iii
MPA/MPP/MPFM Capstone Projects
Economic development is a vital local government responsibility because it guides the provision of jobs for residents, markets for the purchase of goods, and revenue for the government itself. Shopping malls have been key drivers of local economic activity for decades, but their viability going forward has become uncertain since the turn of the century. This paper considers both reasons for this uncertainty and strategies that have been or can be implemented to improve mall sustainability and profitability. While literature addressing this topic focuses almost exclusively on the role played by mall management, this paper places special emphasis on the …
An Analysis Of The Effect Of State Aid Transfers On Local Government Expenditures, John Perrin
An Analysis Of The Effect Of State Aid Transfers On Local Government Expenditures, John Perrin
MPA/MPP/MPFM Capstone Projects
This paper seeks to determine the effects of state budget changes on local government expenditures; particularly, how changes in state funding provided to local governments affects local government expenditures. The hypothesis tested is that state funding is a significant factor on local government expenditure. To evaluate this, two levels of analysis were conducted. The first was a paneled fixed effects regression analysis of data for all fifty states from the years 2000 to 2013, in which changes to local expenditure were measured by the effects of multiple fiscal and socioeconomic variables. The second level of analysis evaluated the same effects …
Effect Of The Relocation Policy Of Public Agencies In South Korea, Chan Ho Kim
Effect Of The Relocation Policy Of Public Agencies In South Korea, Chan Ho Kim
MPA/MPP/MPFM Capstone Projects
In 2005, the government announced the relocation policy of public agencies to non-capital regions. The main purpose of the policy was to decentralize population in the SMA (Seoul Metropolitan Area) through building regional competitiveness. The transfer of 98% of the public institutions was completed in April 2017 (MOLIT 2017). However, unlike the blueprint for the initial plan for the relocation of the agencies, there may be an increase in social cost and insufficient contribution to the regional economic development.
This study empirically examines effectiveness of the policy and its impact on regional economic growth and on how differently the policy …
Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith
Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith
MPA/MPP/MPFM Capstone Projects
The academic literature on the topic of legal alcohol sales is vast; from the effects on crime to population health outcomes. The economic development impact of alcohol sales, however, remains relatively unexplored. This research examines county-level data from the State of Arkansas between the years 2009 and 2014 in a cross-sectional time-series regression analysis to determine whether economic development benefits exist that can be attributed either directly or indirectly to legal alcohol sales. Ultimately, this study finds that alcohol sales are positively and significantly related with food service and accommodation employment as well as higher per capita personal income.
Financial Implications Of The Medicaid Expansion For Academic Medical Centers, Madeleine Oritt
Financial Implications Of The Medicaid Expansion For Academic Medical Centers, Madeleine Oritt
MPA/MPP/MPFM Capstone Projects
On March 23, 2010, President Obama signed into law the Patient Protection and Affordable Care Act (ACA), with the goal of reforming the United States health care system and providing insurance for millions of uninsured citizens and residents. One component of the legislation was the expansion of Medicaid eligibility, which would extend to include all individuals “under age 65 whose family income is at or below 138 percent of the federal poverty guidelines ($14,484 for an individual and $29,726 for a family of four in 2011)” (NCSL, 2015). This provision was challenged in the United States Supreme Court, which ruled …

The Effect Of Per Capita Income On Broadband Access, Austin Coleman
The Effect Of Per Capita Income On Broadband Access, Austin Coleman
MPA/MPP/MPFM Capstone Projects
The purpose of this inquiry is to determine the effect of income and ruralness on broadband access. This is relevant because of the economic effects of broadband access, which are not evenly distributed. The primary method of analysis employed was a multivariate regression model incorporating variables measuring broadband access, per-capita income, ruralness, race, and state-level effects. I found that income and ruralness were both significant, and that every $10,000 of per-capita income is associated with a change in broadband access rates of approximately 9%. The results also showed large, significant state-level effects that can be attributed to a combination of …
Local Economic Development: Researching Clusters In Woodford County, Kentucky, Tom Middleton
Local Economic Development: Researching Clusters In Woodford County, Kentucky, Tom Middleton
MPA/MPP/MPFM Capstone Projects
Woodford Tomorrow, a citizen economic development planning group in Woodford County, is interested in promoting cluster development. Clusters are a geographic concentration of businesses and institutions which interact and collaborate within a particular economic sector. This report provides quantitative analysis of three clusters: (1) health, (2) agriculture, and (3) arts, entertainment, and tourism. The majority of this data comes from the consulting firm Economic Modeling Specialists Inc.
The agriculture cluster has many industries, specifically in the crop and animal production and manufacturing sectors, which appear to be potential industries to target. The hotel and motel industry seems to be an …
Unreimbursed Emergency Department Costs Incurred By Hispanic Workers And Their Dependents In Central Kentucky, Sandra L. Senft
Unreimbursed Emergency Department Costs Incurred By Hispanic Workers And Their Dependents In Central Kentucky, Sandra L. Senft
MPA/MPP/MPFM Capstone Projects
Health care costs in the United States are a concern to policy makers, healthcare providers, and the population using medical services. Because fewer individuals have health insurance, as costs continue to rise, so have the levels of charity care provided through the Emergency Departments at many hospitals. Hispanics are a growing population thought to be receiving an increasing portion of this care. The Hispanic population in Kentucky has seen a significant increase in recent years, in large part because of the demand for agricultural workers. It has been established that a sizeable part of the Hispanic migrant worker community is …
