This study is a detailed strategic plan and economic impact analysis for development of a university related research and technology park to be located in Fayetteville, Arkansas. The Arkansas Research and Technology Park (ARTP) is an essential component of the state’s overall strategy for equipping Arkansans to compete in the new economy.

It is critical to the economic vitality of the state that new and different types of employment be created. This paper examines the factors that favor Foreign Direct Investment ( FDI) in Bulgaria and recommends public policy changes that will enhance the international competitiveness of Bulgaria. Four factors that favor an increase in FDI in Bulgaria are clearly identified. First, although the economic environment is considered challenging compared to other countries in the region, Bulgaria enjoys political stability. Second, Bulgaria offers a low-cost, well-educated labor pool, although additional public investments in foreign language training may be needed. This analysis is designed to answer several important questions regarding the impact of research dollars invested in the state of Arkansas. We begin by discussing the state of the state in terms of income measures and measures of educational attainment levels. Throughout this analysis, the state of Arkansas is compared to the U.S., to a group of peer states , and, initially, to the state of Mississippi.

Description of Topic: In settling trade disputes, members of the World Trade Organization use a dispute settlement mechanism set forth in the Uruguay Round of trade negotiations. This multilateral system of settling disputes is implemented if a member believes other members are violating trade rules. Disputes arise when countries adopt policies that break the WTO agreements or that cause them to fail to fulfill obligations. Dispute settlement procedures have existed under many different trade agreements.
