The first academic piece bringing a feminist perspective to bear on tax law dates to the early 1970s, when Grace Blumberg published “Sexism in the Code: A Comparative Study of Income Taxation of Working Wives and Mothers.” Contemporaneously, none other than Ruth Bader Ginsburg (along with her tax lawyer husband Marty Ginsburg) brought a feminist perspective to bear on tax law when she argued Moritz v. On November 4, 1980 the citizens of Massachusetts, by a vote of 59% to 41%, resoundingly endorsed a tax reduction plan known as Proposition 2 1/2. All communities in the Commonwealth were faced with an immediate reduction in their local revenues due to the immediate cut in the excise tax that Proposition 2 1/2 called for, and up to 130 communities will have to implement a 15% reduction in their tax levies for FY 1982. Already there are protestations from many local officials that they cannot make the required tax cuts without severely reducing the level of local services. The …

The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …

The Earned Income Tax Credit: A Study Of Eligible Participants Vs. Non-Participants, Richard K. Caputo

The Journal of Sociology & Social Welfare

Using data from the National Longitudinal Survey of Youth, this study (N = 1,504) showed that about half the EITC eligible tax filers in 2001 did not file EITC tax returns and that differences between EITC tax filers and non-EITC tax filers varied by birth place, Food Stamp program participation, marital status, race, residence, sex, socioeconomic history, and worker classification. Findings suggested that the EITC is well targeted in the sense that economically marginalized groups are likely to participate and that increased outreach efforts are also needed to ensure greater participation among tax filers eligible for the EITC but who …
