The main goal of this paper is to compare the 16 regional operational programmes (ROPs) for years 2007-2013. The fundamental criterion of the comparison is the allocation of ROPs’ funds (financed by the European Regional Development Fund) for the priority themes, listed in the Commission Regulation (EC) No 1828/2006 of 8 December 2006. The structure is as follows. In the first part the general characteristic of ROPs is presented. The differences and similarities of ROPs are described in the second section. The last part consists of conclusions.

This paper addresses the issue of ex-ante evaluation of regional operational programmes 2007-2013 in Poland. In the first section regional operational programmes (ROPs) on the background of cohesion policy in Poland are described. The second section focuses on the key issues of the ROPs’ ex-ante evaluation process and method. In the last section, criteria of expected effectiveness and efficiency of ROPs are discussed.

One of the most important policy issues in many parts of the world is the transformation of economies into knowledge driven economies The concept of knowledge economy is given the highest priority also in the European Union’s socio-economic agenda (the Lisbon Strategy launched in 2000 and renewed in 2005).
