The objective of this study is to estimate the economic impact of the proposed Yakima/Klickitat Production Project on the local economies of the Yakima and Klickitat subbasins. The project, when operating at planned maximum production, will augment the total number of salmon and steelhead returning to the subbasins by 77,600 and will increase the sustainable terminal harvest by 55,160. These estimates do not include fish harvested in the ocean or in the mainstem Columbia. In addition to evaluating the impacts of the construction, operations and maintenance, experimentation and monitoring, and harvest activities described in the Draft Environmental Assessment (Bonneville Power …

Assessment Inequities Of Residential Properties In Nine Michigan Townships, Sivaswami Amarnath
Dissertations
Horizontal equity in property tax administration has been neglected by researchers in favor of research on incidence of the property tax. The present study, conducted within nine townships in Allegan, Barry, and Grand Traverse Counties in Michigan, investigated differences of practices in assessing residential properties. Three hypotheses test differences in ratio of assessed value to sale price for properties owned by nonresidents and residents, properties with water frontage and without water frontage, and properties of higher value and those of lower value. Both parametric and nonparametric statistics were utilized to test the research hypotheses.
The study findings were: (1) Properties …

[Introduction To] The Medical Offset Effect And Public Health Policy: Mental Health Industry In Transition, Jonathan B. Wight, John L. Fiedler

Does the timely treatment of mental illness result in a drop in the cost of health care, and if so, what is the cost effectiveness? This study provides an overview, synthesis, and analysis of the medical offset effect. It demonstrates that a medical offset effect does exist and the size of the effect is significant. A behavioral model provides a precise method for ascertaining the dimensions of medical offset and an explanation of the underlying causal relationships. The offset effect for an important population group is analyzed through the use of Medicaid patient data from Georgia and Michigan. This clear, …

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore
The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore
Economics Faculty Publications
Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.
The State, Law And Urban Poverty In Tanzania, Joe Lugalla
The State, Law And Urban Poverty In Tanzania, Joe Lugalla
Institute for Educational Development, East Africa
This paper is about the state, law and urban poverty in Tanzania. The paper examines how the state in Tanzania has been trying to solve the problem of urban poverty. The main argument is that the state's conception of urban poverty is not realistic. The urban poor are seen as responsible for their poverty. This is confirmed by the kind of coercive policies, legislation and other measures which have been instituted by the state in order to solve the problem. The paper argues that due to lack of a critical analysis of the causes of poverty, the state has been …
Conflicts And Politics In Urban Planning In Tanzania, Joe Lugalla
Conflicts And Politics In Urban Planning In Tanzania, Joe Lugalla
Institute for Educational Development, East Africa
This paper tries to discuss two important issues. First, it examines the conflict between ideology and actual urban planning in Tanzania. It is argued that via the Arusha-Declaration,Tanzania showed the intention of building an egalitarian society based on the principles of Ujamaa (socialism), hence one expected that an attempt to transform some colonial structures in order to suit the socialist aspiring nation could be in the agenda in Tanzania. This has never been the case at the level of urban planning. The paper argues that the gap between theory and practice exists because Tanzania's socialist theory itself is weak, and …
