13th Meeting Of The States Parties To The Anti-Personnel Mine Ban Convention (2013), Apmbc
Global CWD Repository
The 13MSP was a formal meeting of the 161 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2012 Twelfth Meeting of the States Parties (12MSP).
The 13MSP was important because it was the last annual assessment of the application of the Cartagena Action Plan 2010-2014 prior to Convention’s Third Review Conference in 2014. This assessment of challenges encountered and work …

Exploring Police Active Shooter Preparedness In Michigan: A Grounded Study Of Police Preparedness To Active Shooter Incidents, Developing A Normative Model, Daryl Darwin Green
Dissertations
On September 22, 2013, at a memorial for people killed in a September 16, 2013 active shooter incident, President Barack Obama stated that the United States “can’t accept” the killing of 12 people at Washington’s Navy Yard as “inevitable” and that the shooting should “lead to some sort of transformation” (Merica, 2013). Active shooter incidents remain a constant societal concern that are deserving of continued academic research. The following grounded theory study examined the active shooter incident preparedness systems of police agencies in three Michigan counties. The principal investigator observed the strategic and tactical objectives of police agencies relative to …
Little India Riot: The Dog That Did Not Bark, Tan K. B. Eugene
Little India Riot: The Dog That Did Not Bark, Tan K. B. Eugene
Research Collection Yong Pung How School Of Law
In a commentary, SMU Associate Professor of Law and NMP Eugene Tan said that in the aftermath of the Little India riots, the focus and dominant narrative had been on law and order issues, with the Government emphasising that it was a spontaneous "one-off" event. He said that there was a need to consider if Singapore was prepared to shoulder more of the costs of having a large foreign labour force. However, he also noted that an immediate cutback of the workforce size would be simplistic and is not the solution, as reducing reliance on foreign workers could not be …

The four Explosive Ordnance Disposal Marines were clearing the range of unexploded ordnance and consolidating it as part of an annual training exercise, according to a Marine report about the results of the investigation. The Marines moved 40-millimeter rounds into one area surrounding an M60 105-millimeter white phosphorous round that could not be safely moved, the investigation found. They were moving rounds from the consolidation point to the demolition pit when one of the rounds exploded in the demolition pit, causing the other 40- millimeter rounds at the consolidation point and the demolition pit to explode, the investigation found.
Somali Battlegrounds: On Interest And Accountability, Ines Mzali
Somali Battlegrounds: On Interest And Accountability, Ines Mzali
Human Rights & Human Welfare
In the wake of the latest and deadliest of Al-Shabab's attacks in Kenya since Kenyan troops entered Somalia in October 2011, Ben Rawlence reiterates the question raised anew by each attack: "What is Kenya doing in Somalia and is it worth the price?" The question leads him to explore the contradiction between the official objectives of the mission and Kenya's particular motivations to launch an offensive of its own. This problematic discrepancy also draws attention to the question of accountability when violations of international humanitarian law have occurred in the context of a military operation by a neighboring country and …

To oer analysis on an on going political event is always a challenging task. Yet, the “Arab Spring” has given rise to many questions about the past, the present and the future of the Arab world and the Middle East more generally. The Arab Spring, Democracy and Security:Domesc and International Ramifications addresses some of these questions. The chapters of this edited volume have been written by selected Israeli scholars focusing on “issues such as democratization, the role of economic factors in political change and explanations for variations in regime stability in the Middle East.” The relationship between internal and external …

New York Times V. U.S.: Implications And Relevance In The 21st Century, Maria E. Lombardi
Student Publications
In 1971, the New York Times released the first installment in a series later referred to as the Pentagon Papers that would eventually have significant political, social, and historical impacts that are felt even in the 21st Century. Following the first release, President Nixon’s administration sought an injunction against the publication of the remaining contents of the classified study, ultimately becoming an extensive legal process that culminated in the Supreme Court. In a per curiam opinion, the Court ruled that in accordance with Organization for a Better Austin v. Keefe and Near v. Minnesota that the federal government did not …

SURGE
I remember passing our lunch lady–the nice one with a big bleach-blond afro. She was perched on an elementary-school-sized desk, eyes fixated to the television. I glanced at the screen on the way into my classroom while my teacher hesitated in the hallway, whispering to the other adults. She reentered the room a few minutes later to explain.
In the following months, my television provided me with one of the most formative, practical and comprehensive educational experiences of my life. First it was vocabulary building, with the words like “hi-jacker,” and “terrorist.” Then it was physics, learning that inertia is …
