Developed in the 1940s for use in World War II Europe, the flail was designed and proliferated to satisfy the demining community’s hunger for faster, safer and more efficient clearance methods. Despite being the most widely used mechanical demining tool in the world, the flail has been labeled by many experts as overused and misrepresented. Still, others believe the flail is an indispensable part of their demining program.

The Humanitarian Demining Sifting Excavator has been developed to address the problem of finding and clearing deeply buried, mixed minefields. The motivation for the development came from a 2002 site assessment by the team of an existing mine problem in Honduras. Areas were identified containing both antipersonnel and antitank landmines buried up to 0.5 meters in mineralized soils. Conventional mine clearing techniques employed in the areas of interest had uncovered widespread evidence of these deeply buried mines, however, these techniques were unreliable for consistently finding mines buried at these depths. The Organization for Security and Cooperation in Europe (OSCE) in conjunction with the Swiss Foundation for Mine Action (FSD) signed an agreement in Dushanbe, Tajikistan, at the end of May that will begin the first internationally-supported mine action program in Tajikistan. The following article provides a brief discussion of the landmine situation in Tajikistan and the goals of the new mine action project.

The Humpty Dumpty Institute (HDI) is a New York-based, non-profit organization dedicated to establishing effective and innovative public-private partnerships to ameliorate the global landmine crisis. The Institute has ongoing partnerships with a variety of public and private organizations. Together, these partnerships have raised over $1.5 million (U.S.) for landmine detection and clearance operations in Armenia, Azerbaijan, Mozambique, Lebanon, Sri Lanka and Eritrea.
