Private prisons were established as a possible solution to alleviate the serious overcrowding issue affecting prisons during the 1980’s. This thesis supports the reasoning behind why private prisons should be abolished as they did not deliver on the claims made in support of their existence but rather, reveals the multitude of negative repercussions when the financial interests of a few large and powerful private corporations override the basic safety and security of our prison system. Courts in New York have admitted expert testimony when “it would help to clarify an issue calling for professional or technical knowledge, possessed by the expert and beyond the ken of a typical juror.” People v. DeLong 60 NY2d 296 (1983). More specifically, in making such a determination, the trial court must consider [1] “when jurors are able to draw conclusions from the evidence based upon their day-to-day experience, their common observation and their knowledge, [2] and when they would be benefited by the specialized knowledge of an expert witness.” Cronin at 433. While the overall prison population has experienced an unprecedented growth period over the past thirty years, no segment has grown at a faster rate than the female population. Since the majority of female inmates in this country are mothers, it is imperative that the corrections system addresses the unique needs of this subset. This thesis investigates problems women face during the pregnancy period, while in labor and delivery, while their progenies are infants, children and adolescents and reunification issues during the parole period.

Though recognition of the importance and severity of human trafficking has grown in recent years, the identification and investigation of human trafficking cases remains a complex undertaking for local law enforcement. Effectively responding to human trafficking requires officers to notice and identify victims who often have been hidden from or had poor relationships with law enforcement in the past (e.g., women in prostitution, migrants, immigrant community member, and poor women). Suffolk County District Attorney's Office Special Grand Jury Report.

The Suffolk County Supreme Court Special Grand Jury, Term 1E, was empanelled on January 4, 2012 by order of the Honorable James C. Hudson to complete an investigation into the diversion and dissemination of controlled substances and issues related thereto. The Grand Jury heard testimony from 38 witnesses and considered 123 exhibits, many of which consisted of multiple pages. As a result of this investigation, the following report has been adopted pursuant to New York State Criminal Procedure Law 190.85(1)(c), and is respectfully submitted to the Court.

Policing in any nation is an inextricable and essential aspect of the existing government. The government of the United States is an elected democracy. It is a tripartite system including legislative, executive, and judicial branches. Essentially, the legislature creates the laws, the executive is charged with enforcing laws, and the judiciary interprets the laws. The area under investigation was the phenomenon of criminological behaviour occurring on Dublin Bus Routes. Research questions were based around: 1) what anti-social behaviour is occurring on buses, 2) when is this behaviour occurring, 3) who is perpetrating this behaviour and 4) how is anti-social behaviour on buses being tackled? Two problematic bus routes and one control route were selected based on geographic spread and the comparative ratio of criminal incidents involved (the 78A, 77 and the control case: 46A). A Special Grand Jury was impanelled in 2002-2003 to investigate and make recommendations concerning the Diocesan sexual abuse scandal in Rockville Centre. The Grand Jury issued a report after the presentation by myself and co-counsel in the Suffolk County District Attorney's Office. The Report describes the history of the sexual abuse problem in the Diocese as well as the ensuing coverup. Many of the recommendations were legislatively adopted in Albany.
